9:02:06 AM	Resolution 2010-179 Approve Minutes of February 25, 2010		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:23 AM	Resolution 2010-180 Approve Agenda As Presented or Amended		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:45 AM	OLD BUSINESS: Ziad Musallam, Sanitary Engineer - To Present & Discuss the Northeast Water System Advisory Board Recommendations               Resolution 2010-190 Accept Recommendation of Water Advisory Board to Adopt Water Use Rules and Regulations, including Service Line and Meter Specifications and Schedule of Fees and Charges		Pursuant to previous discussions held during session on February 8, 2010 on the Water Use Rules and Regulations for the Northeast Fulton County Water System, Mr. Musallam presented the Board with the Service Line and Meter Specifications and a Schedule of Fees and Charges.    These have been reviewed by the Water Advisory Board and they are recommending to the Board of Commissioners the adoption thereof.  Upon adoption, all will be posted on-line for public viewing.   Commissioner Barnaby made the motion to accept the recommendations of the Water Advisory Board as presented and Commissioner Short seconded the motion.  Motion carried unanimously.    Mr. Musallam stated that he is working holding a general information meeting at the Evergreen High School gym.  This is tentatively set for March 22nd at 7:00 p.m.

9:49:14 AM	· Acknowledge Filing of Type 2 Expedited Petition 2010-001 for Annexation to Village of Delta		The Board acknowledged the filing of a Type 2 Expedited Annexation to the Village of Delta, filed by Mr. Robert L. Bay, also acting as agent.  The County Engineer has reviewed the legal description and map and is accurate.  Other technical aspects of the petition have been discussed with the Prosecuting Attorney’s office and the Clerk of the Board has affirmed that the petition follows ORC §709.023 as stated in the petition.

9:50:04 AM	· Resolution 2010-182 Transfer Funds for Department of Job and Family Services		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:50:38 AM	· Resolution 2010-183 Transfer Unclaimed Funds to General Fund		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:51:18 AM	· Resolution 2010-184 Increase and Transfer Appropriations within Fulton/Lucas Waterline Fund		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:52:07 AM	Resolution 2010-185 Authorize Board to Sign Letter to Ohio Department of Public Safety- EMS Division		To enable the County EMS to receive grant funds from the Ohio Department of Public Safety, the Board must verify that the EMS has the main financial responsibility in providing continuous Emergency Medical Services to the citizens of the County.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:53:38 AM	· Resolution 2010-186 Reappoint Members to Fulton County Rural Zoning Board of Appeals		Pursuant to the recommendation of Steve Brown, Regional Planning Director, Deb Frontz, of Delta, was reappointed to a 4-year term on the Board, expiring January 31, 2014.  Robert Huskins, Delta, was reappointed to serve a 1-year term on the Board, expiring January 31, 2011.   Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:54:32 AM	· Resolution 2010-187 Approve Amendment #2 to Contract 2009-65 with Job1 USA and Authorize Board President to Sign		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:55:45 AM	· Resolution 2010-188 Authorize Legal Advertisement and Request for Proposals for WIA Monitoring Services		The Economic Development Department is soliciting proposals to provide fiscal monitoring services for the Department’s Workforce Investment Act Youth Programs.  All proposals and related information must be received in the office of Melissa Andrews, Workforce Development Coordinator, at the Fulton County Job Center, 604 S. Shoop Avenue, Suite 110, Wauseon, Ohio 43567, on or before Friday, march 12, 2010 by 10:30 a.m. Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

9:57:53 AM	Bev Schlosser, County Treasurer Discuss December/Year-End Investment Report		Bev Schlosser, County Treasurer, first presented the Board with month end figures for December of ’09 showing $25,876,29 of interest income for the month, with a weighted yield of 2.67%.  4th quarter results were $141,373.67 with a weighted yield of 2.72%. The year ended at $774,662.75.  So far this year, January saw an interest income of $99,322.33.  She noted that she closed out her Star Ohio account (.04%) and moved those dollars to PNC (.40%).  She stated that tax collection delinquencies are over $2M, which is about 5%.  Some dollars are still coming in.  She is working on preparing a list for the prosecuting attorney for the delinquencies. She stated that overall, that is not a bad figure with the economy the way that it is.  She stated that they have collected $1M of last years delinquencies, which is about 50%.  A lot of those delinquencies are related to foreclosed homes.  When a foreclosed home is sold, typically the tax dollars come out first and are paid when the transfer is done.    She is estimating interest income for 2010 to be about $500K.  The Budget Commission has certified the same.
