Michael Gaynor, Go21-To Discuss Federally Based Transportation Issues

Mr. Gaynor outlined the background of Go21, stating that it was formed in 2004, is operated out of D.C., and has 6 satellite offices with the closest being in Columbus. He stated that a study was conducted and revealed that transportation is expected to increase 92% by 2035. He stated that it is hard to imagine a 92% increase in truck/semi traffic. Freight rail is the only viable option. The problem right now is that the rail systems are almost as congested as the highways. For this reason the Department of Transportation is asking for public funds to improve and expand railways. There is a bill going before congress asking for involvement on the Federal level to offer a 25% tax incentive for anything done to improve rail capacity.

 

He stated that Ohio has the 4th largest rail infrastructure. Go21 works with all levels of government to build awareness with decision makers as the issues come down from the State and Federal levels, and also to build awareness the other way, at the State and  Federal levels so when they are voting on these issues, they can make an informed decision.

 

Mr. Gaynor asked the Board to consider issuing a letter of support asking congress to co-sponsor the 25% tax credit legislation.  He stated he would be happy to draft the letter for their review, as each letter is customized to each county.  Commissioner Short asked when the tax credit would be implemented and what it is for, is it for infrastructure costs, is it for jobs that are created and are related?  Mr. Gaynor stated it is for infrastructure costs and stated that it would be retroactive to December 31, 2007 and stays in place for 5 years.  He further stated that there is a new version of this that was just very recently introduced and he would need to check on the details of that to see if those dates have changed.

 

Commissioner Genter thanked him for coming in and stated that they would look over the materials.

Resolution 2010-67  Authorize Extension of Filing of Plans on Ditch Improvement 2108-Storeholder

Mr. Creager presented the Board with a map of the petitioned area and stated that he has come across some access issues that need to be dealt with.  To be able to perform the work on the ditch, they will have to go around the woods, which is off the right-of-way.  He will need to acquire an easement on 2 properties.  He stated that there is also an issue with a fence that crosses the ditch.  A gate or a drop down will need to be put in place. 

 

He stated that during the course of his work on this, it is learned that the county has a culvert at Road E that is too high to drain the outlet and the tile located on the Storeholder’s property is too low.  The county maintains the culvert, then there is 140 feet that is maintained by the township.  He presented the Board with a designated FEMA Flood plan as it relates to the area.  He stated that the map shows that the ditch goes from 8-10 feet high at one end, then down to 3 feet at the other.  He recommended this issue to be taken care of during the course of the improvement, if approved.  He stated however, that if the culvert were to be included in the work plan, it will put this improvement over the threshold for prevailing wages, which would take the cost up considerable for the landowners.  With that being said, he recommends pulling the culvert out and making it a separate part of the project that way only the county and township portion of the project will be subject to prevailing wages and the cost will not be passed onto the landowners.  This is an issue that will need to be coordinated in the contracts, as there will most likely be 2 separate contractors on the project.    He stated he would also like to coordinate this with the flood plain evaluation and get the document to FEMA so the map can be amended.  This would significantly reduce the flood plain area.

 

He stated that this matter is not ready for a final hearing and requested an extension so he can split out the costs for the ditch work and the culvert work. 

 

Commissioner Barnaby made the motion and Commissioner Short seconded the motion.  Motion carried unanimously.  The filing date was extended to Thursday, June 3, 2010 at 10:00 a.m.
