9:01:16 AM	Resolution 2010-10 Approve Minutes of January 4, 2010	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:05 AM	Resolution 2010-11 Approve Agenda As Presented or Amended	Agenda was amended to pull Resolution 2010-21 as there are no Then and Now Purchase Orders.  It was also amended to remove Reviewing the Amended Certificate as it has not yet been received.  Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:03:13 AM	OLD BUSINESS:   Resolution 2010-12 Approve Payment of Bills	Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.

9:05:53 AM	·Discuss Correspondence from Ohio EPA Regarding Mitigation Construction	Correspondence indicates that mitigation construction should begin no later than April 15, 2010.
9:07:36 AM	NEW BUSINESS: · Resolution 2010-13 Authorize Draw Down of Funds 209 from ODOD for NSP Grant	Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:09:34 AM	· Resolution 2010-14 Transfer Funds from Probate Court Indigent Guardianship Fund	Judge Bumb declared a surplus of funds in the Probate Court Indigent Guardianship Fund.  Based upon the recent economic events that the General Fund has experienced, he ordered that $25,000 be transferred from said fund to the County General Fund. Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:10:21 AM	· Resolution 2010-15 Authorize County Engineer to use "Force Account" Pursuant to ORC §5543.19; Setting Allocation of Revenue to Townships from Permissive Tax Revenue	Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:11:04 AM	· Resolution 2010-16 Enter Into Contract 2010-17 with Fulton County Sheriff for Social Services Investigations	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:13:30 AM	· Resolution 2010-17 Enter Into Contract 2010-18 with Marsh Foundation on Behalf of Fulton County Department of Job and Family Services for IV-E Services	Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:15:55 AM	· Resolution 2010-18 Approve Change Order #1 and Substantial Completion Certificate from Riviera Mobile Home Court Sanitary Sewer Project	Mr. Ziad Musallam, Sanitary Engineer, was present for the discussion.  He stated that the change order consists of 2 separate components.  The first will decrease the contract amount by $4,292.30 for a final quantity adjustment.  The second will extend the project’s final completion date for an additional 142 days, bringing the date to May 15, 2010.  This request of the contractor is pursuant to weather conditions. Commissioner Genter asked what needed done yet and if the system is running?  Mr. Musallam stated that it is up and running and the only thing left to do is restorations, such as, seeding, grass, driveways, etc., otherwise it is substantially completed.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:17:44 AM	· Resolution 2010-19 Authorize Board President to Enter Into Housing RLF Administration Agreement 2010-19 with Ohio Department of Development	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:18:54 AM	Resolution 2010-20 Enter Into Contract 2010-20 with Chris Rorick Trucking LLC for Aggregate Materials on Behalf of Fulton County Engineer	Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:22:05 AM	· Resolution 2010-22 Approve Purchase Orders and Travel Requests	Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:23:19 AM	Adjourn	Commissioner Genter made the motion and Commissioner Short seconded the motion.
