9:01:19 AM	Resolution 2010-139 Approve Minutes of February 11, 2010			Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:06 AM	Resolution 2010-140 Approve Agenda As Presented or Amended			Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:34 AM	OLD BUSINESS: · Review Permissive Sales Tax Report
9:03:24 AM	·Review Correspondence from Fulton County Engineer Regarding Private Railroad Crossing in York Twp			The Board was copied on correspondence from the Engineer to the York Township Trustees regarding a private railroad crossing in York Township north of road F between county roads 10 and 11. Since it is a private crossing, the expenditure of funds from the Engineer’s department is not allowed by law. Any request for financial assistance or improvement must come from a governmental agency, which in this case should be York Twp.
9:04:59 AM	·Review Inspection Report of Fulton County Transfer Station Facility			An inspection of the Fulton County Transfer Station facility was conducted on February 8^th. The facility is shown to be in compliance with the Ohio Administrative Code.
9:05:23 AM	·Discuss Inspection Report of Fulton County Landfill			The report referenced a broken PVC pipe coming out of the southeast corner of the landfill. Mr. Ziad Musallam stated that they cannot do anything with that until the permit is issued. Report indicates that the county needs to continue hauling leachate more frequently or in larger volumes. The county is already hauling at 14,000 gallons per week. Commissioner Genter asked for a brief update on the NEFC Water System. Mr. Musallam stated that the subcontractor is currently working in Swancreek Twp on CR3 boring south to CR F. Commissioner Genter asked if there were progress meetings being held. Mr. Musallam stated that there are progress meetings held with the contractors every month on the 1^st Friday at the Fulton Township Hall, beginning at 9 a.m. He also intends to have a public informational meeting at the school sometime next month in the evening, possibly over spring break. It is his intention to have the preliminary rules and regulations and tap information readily available to the public at that time.
9:11:17 AM	NEW BUSINESS: · Resolution 2010-141 Transfer Funds for DJFS for CSEA Shared Costs			Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:11:52 AM	· Resolution 2010-142 Authorize Board President to Execute RFA for FY2010 CHIP Program			Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:12:47 AM	· Resolution 2010-143 Increase and Transfer Appropriations for Fulton/Lucas Waterline Fund			Mr. Musallam stated that this total transfer is needed to cover the 2 contracts entered into last week with TTL and All Purpose Excavating. Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:14:06 AM	· Resolution 2010-144 Establish Receipt Line Items in Fulton/Lucas Waterline Fund			Mr. Musallam stated that they have started receiving reimbursements from stimulus funds for engineering costs paid out of the Fulton/Lucas Waterline Fund. New lines are needed to put this money back into the fund and to track it accordingly. Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:15:16 AM	· Resolution 2010-145 Enter Into Contract 2010-41 with Trinity United Methodist Church on Behalf of Senior Center			Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:16:44 AM	· Resolution 2010-146 Enter Into Contract 2010-42 with Village of Swanton on Behalf of Eastern District Court for Bail Bondsman			Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:18:37 AM	· Resolution 2010-147 Transfer Funds to Loss Control Department			Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:19:01 AM	· Resolution 2010-148 Approve Purchase Orders and Travel Requests			Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
