Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

· Resolution 2010-105 Approve Amendment 1 to Contract 2009-85 With Harbor Inc. on Behalf of Fulton County Economic Development

Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

· Resolution 2010-106 Execute FAA Quarterly Progress Reports for FY08 and FY09 Airport Projects

Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

· Resolution 2010-107 Authorize Advertisement of Intent to Donate Unneeded, Obsolete, or Unfit Personal Property to Eligible Non-Profit Organization

Commissioner Barnaby asked what the price range was for donations.  Mr. Hall stated to donate an item the value must be less than $2,500.  Over that amount cannot be donated.  Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.

· Resolution 2010-108 Transfer Funds to Board of DD

Mr. Hall stated that these are Solid Waste District Funds that were paid into the General Fund, which are now being transferred to the Board of DD to perform recycling on behalf of the county.  The Board of DD can then transfer funds to Triangular Processing.  Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

1 st Public Hearing on FY2010 CDBG Programs

Mr. Matt Davis and Mr. Dennis Miller, Maumee Valley Planning Organization were present  for the hearing.  Also in attendance were Mr. Steve Brown, Fulton County Regional Planning Director and Mr. Ziad Musallam, Fulton County Sanitary Engineer.

 

Mr. Davis  presented the Board with a listing of the programs available to Fulton County, using FY2009 as a guide for allocations:

 

  • Community Development Program:

Formula Allocation Grants

 

  • Community Development Program:

Neighborhood Revitalization Grants

$300,000

Mr. Miller noted that this can be used for street and sidewalk improvements and the like.  Mr. Genter asked if this could be used for downtown revitalization also, Mr. Miller stated that no, it is for neighborhoods only, but there is another program available for that.   He further noted that this cannot fund water and sewer projects either, as there is another program available for that also. 

 

  • Community Housing Improvement Program (CHIP)

$550,000

There are Housing Advisory Committee meetings being held on February 23rd and March 9th at the Defiance County East Complex to apply for FY10 funding.  A resolution in support will need to be passed ad set to the state before April 1, 2010.

 

  • Housing Development Program (HDAP)

$2,100,000

 

  • Homeless Assistance Grant Program

$700,000

 

  • Housing Assistance Grant Program

$500,000

 

  • Water & Sanitary Sewer Program

$600,000

 

  • Economic Development Program

$6,000,000

 

  • Comprehensive Downtown Revitalization Program

Mr. Davis noted that this can be tacked on to     

Formula funding also.

 

  • Discretionary Grant Program

$2,800,000

Mr. Davis stated that funds from this program are issued based on the Governor’s discretion.  It is usually set aside for natural disasters.

 

  • New Horizons Fair Housing Assistance Program

$30,000
