To Discuss Correspondence from OH EPA Regarding Capability
Assurance Plan |
Mr. Musallam explained that the
letter is pursuant to the Capability Assurance Plan (CAP) that
was submitted back in May as part of the loan/grant approval
process. The EPA has now reviewed and approved the CAP.
Commissioner Short inquired of any additional funding
opportunities for the project. Mr. Musallam stated that he had
not seen any changes as of yet, however the House and Senate are
back in session this week and hope to hear something soon.
Commissioner Short asked about the
forced main issue at the Landfill. Mr. Musallam stated that the
contract has been approved by the Prosecutor and has been sent
to Armstrong for signatures. He said that the EPA has not sent
approval, however he has asked for a conditional approval so
they can begin work on the site. This will keep the leachate
levels down. |

NEW BUSINESS:
· Discuss Fence
Repairs at Eastern District Court |
Mr. Dealton Boyers, Maintenance
Supervisor, was present for the discussion. There is a
dilapidated fence on the west side of EDC that needs attention.
He stated the fence needs to be lowered about 7 inches to reduce
wind damage. There are steel posts that can be anchored to a
concrete wall. New panels can be stained. Commissioner Short
asked how old the fence is. Mr. Boyers stated 22 years, the
wood is all cedar. The Boards are good, just the metal is
rusting and falling apart. On each side of an 8-foot section
stop sign posts can be legged up tight against the concrete.
Commissioner Short asked if this will take care of the problem.
Mr. Boyers stated that it would and that vinyl will not even
last 22 years. Commissioner Genter suggested putting a “T”
every 4 foot. The catch basin needs taken care of also. |

Authorize Board President to Execute OPWC Loan Agreement for
Northeast Fulton County Water System Project

Mr. Ziad Musallam, Sanitary
Engineer, was present for the discussion. He stated that this
is for a loan in the amount of $500,000, with a 0% interest
rate, just in case additional grant money does not come
through. Mr. Short inquired of the funds currently available.
Mr. Musallam stated that in addition to this loan, there is up
to $3.3M available in stimulus funds, which the final amount
will be based upon bid price. The Village of Metamora also has
$275K in OPWC Funds already allocated also. There is also a
$5.5M 0%/30 year loan available if needed. Commissioner Short
asked if there have been discussions with other villages. Mr.
Musallam stated that Swanton has inquired of access points and
sale price. They were quoted the same as the Swancreek Water
District. Commissioner Barnaby made the motion and
Commissioner Genter seconded the motion. Motion carried
unanimously. |

To Proclaim September 13-19, 2009 an "Eat Local Food Challenge" |
Commissioner Short read the
following resolution:
WHEREAS,
the food and agriculture industry is the cornerstone of our
state’s heritage and economy; and
WHEREAS,
with each passing day, the state’s farmers are adapting with the
times to work smarter, increase efficiencies, and produce
superior products that are good for the producer, good for the
people, and good for the environment; and
WHEREAS,
by eating locally grown or processed foods, citizens can
experience new, fresh foods that can be good for your health,
while at the same time, support your community; and
WHEREAS,
local communities can help sustain the agricultural industry and
their local producers by participating in an Eat Local Food
Challenge from September 13-19, 2009, a call to all citizens to
consume at least one meal a day for a week using foods that are
made, grown, or raised in Ohio; and
WHEREAS,
community Eat Local Food Challenges are reinforcing the goals of
state programs like the Ohio Food Policy Council, chaired by the
Ohio Department of Agriculture, which are maximizing the
benefits of the food and agricultural sector to the state’s
economy and environment while ensuring all Ohioans have access
to fresh and
healthy foods;
and
WHEREAS,
an Eat Local Food Challenge supports community togetherness and
provides an opportunity to increase public awareness and
understanding about how we can all move toward greater
sustainability in our food choices and support local farmers;
and
WHEREAS,
supporting and promoting local agricultural producers ensures
Ohioans will be able to enjoy the social and economic benefits
to the state;
NOW, BE IT
HEREBY PROCLAIMED by the
commissioners of Fulton County, Ohio, shall establish an Eat
Local Food Challenge to encourage citizens to join the local
food movement for the betterment of their health, their
community, and their state.
