present for the discussion. He stated that this is to cover
advertising expenses associated with the Riviera Mobile Home
Court Sanitary Sewer Project and the Northeast Fulton County
Water System Project. Commissioner Barnaby made the motion and
Commissioner Short seconded the motion. Motion carried
unanimously. |

The bids were then
turned over the Engineer’s Office for review and recommendation
for award of bid.
After review by
Frank Onweller, Fulton County Engineer, it was determined that
Miller Contracting Group submitted the lowest and best bid.
Upon Mr. Onweller’s
recommendation, the bid was awarded to Miller Contracting Group
of Ottoville, Ohio in the amount of $108,923.20. This is below
the engineer’s estimate of $124,200.00.

Steve Brown,
Regional Planning Director To Discuss Programs and Grants |
Steve Brown was
present to update the Board on various programs and grants. He
stated that on the FY08 Formula grant, the Metamora Park
Building Project is complete, however there is still an issue
with a crack in the floor and they are currently withholding the
10% retainage while it is being worked out. The Wauseon Maple
Street Sidewalk project is complete. On the Fayette project,
the project is complete and the county’s portion of the funds
have been expended, however they are helping Fayette do their
draws as there are several funding entities involved.
On the FY09 Formula
projects, they are starting the environmental reviews which
should be completed in November.
He has been working
with Maumee Valley Planning and communities regarding
Brownsfield’s sites and are currently working on population
data. There are sites available.
On the Neighborhood
Stabilization Grant, they have a house on Fulton St. that they
are going to rehab and are looking at an area for landbanking.
They are checking into whether or not the owner qualifies for
assistance.
On Issue II, he
recently attended a meeting and everything needs to be submitted
this week. There are 13 projects being submitted. It is
expected that ½ may be funded.
There will be a
meeting on October 20th for public officials, their
staff, and planning organizations from 2-4 on the Flood Plain
Program. At 7:00 p.m. there will be an open house for everyone
at the Conference room in the Admin Building. Notices have been
published and mailed to all communities. He stated that with
the assistance of Leitha Sackmann, GIS Coordinator, a copy of
the new data was put into the system showing that 410 areas have
been taken out of the flood plain and only 87 have been put in.
It is expected that it will be a year from now before the new
maps become official.
There have been 62
lot splits for the year with 40 being less than 5 acres and 22
being more than 5. This is compared to 80-90 last year. There
have been 38 permits issued, with only 4 of them being for
houses this year.
