·Review Health Department's Report of Inspection of Fulton County Transfer Station

A comprehensive inspection of the Transfer Station Facility was performed by the Health Department on October 1, 2009.  Operation of the facility is in compliance and no violations have been noted.

Pete Carr, Soil and Water Conservation District To Present Wetland Mitigation Plan

Mr. Carr presented the Board with the Environmental Covenant for their review and signing.  He stated that 8 vernal pools have been added per the EPA’s direction, which is a 6 inch deep wetland.  Since these have been added, it has changed from being all forested as previously presented.  Commissioner Genter asked if this has been accepted by the EPA yet.  Mr. Carr stated that it has not yet been accepted and that they are still working on changes.  As soon as the Board signs the permit all of that will be sent in with it. Commissioner Genter asked about the costs.  Mr. Carr said it is their intention to run a new perforated tile alongside the properties, however they need to wait for the crops to come out to get a good estimate.  Commissioner Short inquired of the 401 and the 404 permit.  Mr. Carr explained that the 401 is for excavating and the 404 is for excavating, tree removal and ditch work that will be performed.  Commissioner Genter inquired of the status of the mitigation bank.  Mr. Hall stated that is not totally done yet, at this time they are talking about a reduced credit based on the change. 

Resolution 2009-905 Approve Level 2 Wetlands Permit for Fulton County Airport

Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

 

The Board thanked Mr. Carr for his work.  Commissioner Short executed copies of the Environmental Covenant.
