9:01:35 AM	Resolution 2009-1065 Approve Minutes of November 19, 2009		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:45 AM	Resolution 2009-1066 Approve Agenda As Presented or Amended		Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:03:28 AM	OLD BUSINESS: · Review Letter from Ohio EPA Regarding Transfer Station		Annual background checks have been completed and all have met the criteria as outlined in ORC §3734.44.
9:04:01 AM	NEW BUSINESS: · Resolution 2009-1067 Accept Resignation of Senior Center Substitute Driver		The Board accepted the resignation of Robert Switzer as Substitute Driver for the Fulton County Senior Center.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:05:00 AM	· Resolution 2009-1068 Execute 2009 Road Mileage Certification		The County was responsible for maintaining 363.37 miles of public road for 2009.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:07:49 AM	· Resolution 2009-1069 Execute Draw Down No. 206 for FY08 CHIP Program		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:10:13 AM	· Resolution 2009-1070 Approve County Sewer Districts Special Assessments for 2010 and Authorize Collection		Mr. Musallam was present for the discussion. He presented the Board with the annual sewer assessments and the 2010 budget for all four districts, with a 2009 comparison.  He noted that any adjustments needed are done annually.  Increases in assessments were noted due to a change relating to costs of operations. There are no planned improvements at this time. Commissioner Genter inquired of the timeline on the Pleasantview Sewer District.  Mr. Musallam stated that the plan is for the replacement of the pond with a sand filter.  Grant funds may be available through CDBG or Issue II.  Mr. Musallam stated that Issue II would most likely be a grant/loan.  Commissioner Genter stated that it is important to minimize the costs to keep the costs from being passed on to the landowners.  Mr. Musallam noted that at this time, there are no findings or orders from the EPA.    Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:17:51 AM	· Resolution 2009-1071 Transfer Appropriations Within Pettisville Sewer District Fund		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:18:54 AM	· Resolution 2009-1072 Enter Into Contract 2009-149 with Caldwell Tanks, Inc. for Northeast Fulton County Water System Project Contract B		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:21:04 AM	· Resolution 2009-1073 Increase Contract 2009-31 with Lucas County Commissioners on Behalf of County Coroner		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:21:51 AM	· Resolution 2009-1074 Approve Amendment to Contract 2009-46 with Lexis Nexis on Behalf of Department of Job and Family Services		Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:27:28 AM	· Resolution 2009-1075 Enter Into Lease Agreements 2009-150 & 2009-151 with NOCAC for Office Space		Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:31:08 AM	· Resolution 2009-1076 Establish New Receipt Line for Federal Grant Funds		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:31:56 AM	· Resolution 2009-1077 Transfer Appropriations Within WIA Fund 2710		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:32:40 AM	· Resolution 2009-1078 Approve Purchase Orders and Travel Requests		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:33:07 AM	· Resolution 2009-1079 Amend Resolution 2009-850 to Adopt a Plan for Mandatory Costs Savings Days For All Employees of the Board of County Commissioners Pursuant to §124.393 of the ORC		This shall amend the resolution adopting a furlough plan for Board Employees, designating Thanksgiving Day as a costs savings day instead of Christmas Eve.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:33:49 AM	Discussion on AoA Conference Call		Commissioner Genter noted that on December 1, 2009 at 9:30 a.m. there will be a conference call with the Area Office of Aging review panel to review the application submitted on the Nutrition Plan.
