In an effort to consolidate and cut costs, the State wants to move the regional BCI&I to Toledo. The Wood County Commissioners are making efforts keep it at its current location in Bowling Green.  They are asking many to join in their effort.  The Board will execute a letter of support.

Brett Kolb, Emergency Services Director -To Discuss Tornado Siren Installation and EMS Billing

Mr. Kolb stated that the siren project that has been long awaited has been completed with EMPG Grant dollars.  The siren in assumption has been replaced and is operating.  The old siren was taken out and rebuilt by the Village of Delta and placed in the Hidden Ridge Subdivision.  There are a total of 36 siren within the county.  Looking at maps, based on the populated areas, Fulton County is very well covered. He is not anticipating any further funding from the State on tornado sirens. He stated that they have completely switched over to a single tone system. It has been tested and is working well.  There is an issue with one siren at the Wauseon Municipal Building site in which a controller is being rebuilt to repair it.  Commissioner Barnaby stated that there are 3 sirens in the townships that were located next to schools, the schools are no longer there.  Any possibility of having those sirens moved top a more populated area?  Mr. Kolb stated that those will remain unless the townships would like them moved.  He has had discussions with those townships and they do not want to give them up.  Mr. Kolb stated that the all weather pagers have been distributed, tested and are working, as well are the county fire pagers.  Mr. Vond Hall asked if there were any further thoughts or discussions on a talk-back feature.  Mr. Kolb stated that he requested an updated quote from Federal Field Services.  He stated he received an estimate of $150,000.  He stated that the talk-back feature would send a radio signal everyday back to the computer where it would be analyzed and checked to make sure it was working property.  On the day the sirens are tested, it will report back with data.  There may be grant funds available in the future for this, or it is possible that each year there can be a controller placed in one siren until they are all upgraded. 

 

Mr. Kolb stated that with the billing process, there has been $1.3M billed out this year.  They are collecting at 65% across the board, with non-emergent transports being higher and ALS/BLS being less.  He stated that historically, it has been at $500K.  He is forecasting $1.0M in collections by the end of the year, depending on insurance payments.  He stated that everything is coming in faster because of electronic submission and electronic payments.  What used to take one and a half months, only takes 14 days.  Mr. Hall inquired if the 4th Quarter ALS dollars have been paid out?  Mr. Kolb stated that there are 2 entities that have not submitted their request.  The contract states that it has to be requested before payment can be made.  He has made calls to those entities so that it does not carry over into next year.

 

Commissioner Genter stated that it sounds like the operation is much more effective.  He asked if there were changes in Medicare and private insurance.  Mr. Kolb stated that there are no changes in Medicare.  There will be no reimbursement raises and that the reimbursement rate is expected to flat line.  He will reevaluate the rates in December but does not anticipate any adjustments this year.  As far as private insurance, there are not any changes.  He noted that many companies are going to higher deductible plans and during the first half of the year it is harder to collect because people have not met their deductible yet.  You are 100% more likely to collect from an insurance company than an individual.  He also noted that many people are losing their insurance and cobra’s are running out, which is why the EMS fund carryover is so important.  They cannot run operations solely on the levy.  It takes approximately $2M/year to run the EOC and the levy only brings in $1.6M.

Resolution 2009-1044 Extension to Filing Engineers Report on Ditch Improvement Number 2107-Storeholder

Mr. Creager submitted a request to extend the date of filing to mid December due to obligations on other ditch projects that are currently under construction.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. The date was extended to December 17, 2009 at 10:00 a.m.  Motion carried unanimously.
