Discuss Soil and Water and
Extension 2009 Budget |
This is pursuant to previous
discussions on this matter over the past few weeks regarding
options and alternatives for the Soil and Water Conservation
District and OSU Extension Office and the possibility of
receiving a state match for some services if those services were
to be placed under the District. Curt Jones and Bill Shininger
from the Soil and Water Conservation District and Greg LaBarge
from OSU Extension were present for the discussion. County
Administrator, Vond Hall, stated that a decision needs to be
made now because the funds have to be transferred by the end of
the month to be eligible for state match this year. He then
presented the Board with a report including all revenue and
showing what areas revenue have increased or decreased this
year. Interest income and sales tax are down. Year-to-date
revenue is down a total of $400,000, with $229,000 just for the
month.
After reviewing the reports,
Commissioner Genter stated that there is no doubt that more cuts
needs to be made as there is no sign of stabilization at this
time.
Curt Jones stated that if the Board
would cut them the final payment of $48,000, with the State
match, this would actually be a cut of $86,000. He contends
that if things were reworded he would be able to get the state
match for the recycling and bring that money back into the
general fund. He stated that right now there is no match for
the recycling portion however if they take the responsibility
for that now, by the end of May next year it may be able to be
matched. Commissioner Barnaby stated that there is a meeting in
Columbus in July to discuss recycling and if accepted it would
be retro-active. Mr. Jones stated that they need prove how
recycling can be affected by Soil and Water. Mr. Shininger
stated that the reluctance at the State level is because the
State wonders if the state match is the only reason recycling is
being put under Soil and Water.
Commissioner Short stated that
today is the day they need to make a decision. He further
explained that the revenue is down $400,000 and the decisions
that are before them at this time. Commissioner Barnaby made
a motion to accept a $35,000 payment to each Soil and Water and
Extension. Commissioner Genter and Commissioner Short stated
that more discussion was needed on the matter. Motion died for
a lack of second. |

Jerry Arkebauer - To Discuss
Cooperative Agreement Regarding Port Authority Bonds |
Jerry Arkebauer, President of the
Regional Port Authority of Northwest Ohio, was present to ask
the Board to consider a coop agreement with the Port Authority
to utilize alternative financing methods for County business,
non profit organizations, and local governments. If the county
is asked to be a conduit issue of bonds, this agreement would
require that their request be referred to the Port Authority.
The Agreement was referred to the
Prosecuting Attorney for his review and approval as to form. |

A meeting will be held on June 8,
2009 at the Common Pleas Court. The Board must appoint one
member whose term shall expire 12/31/2014 and who will serve as
chairperson of the county law library resource board until
12/31/2010. Commissioner Genter made the motion to appoint the
Board President and Commissioner Barnaby seconded the motion.
