·Review Correspondence Regarding Ditch Obstruction
Resolution 2009-402

A prosecutors opinion was received pursuant to Mr. John Trudell’s previous request to have a ditch obstruction removed at the expense of the County Ditch Maintenance Fund.  This request is on property privately owned.  The Board’s concern is that if they remove this obstruction it will set a precedent.   Commissioner Genter made the motion that the landowner be responsible for the removal of the obstruction and Commissioner Barnaby seconded the motion. Motion carried unanimously.  He further noted that they can order the county engineer to have this removed for him, however it will be at the landowners expense.  Commissioner Short stated that he had a discussion with a township trustee and they too have decided that it is the landowners responsibility in cases like this.  Commissioner Barnaby seconded the motion.  Motion carried unanimously.

Discussion on Probation Services Request for Car Equipment

 

 

 

Resolution 2009-403

Mr. Hall stated that he had a conversation with Judge Barber yesterday regarding the recent requests of the County Probation Department.  He stated that there are 2 requests being brought forth for consideration.  One of which being a repeater and the other being an LED task light.  The repeater is needed to increase the range of the radio as the hand-helds do not work in some areas of the county.  The would also be installation costs associated therewith that would come out of the probation services fund. 

 

Commissioner Barnaby made the motion to approve the request for a repeater and a task light and for any of the used equipment from the wrecked charger from the Sheriff’s Department and Commissioner Short seconded the motion. Motion carried unanimously.

The 2nd public hearing on the Formula Grant will be held on May 26, 2009 at 10:00 a.m. in the Commissioners Board Room.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

· Resolution 2009-397 Award Bid for Bridge Replacement Project RS11-2.2

The bid was awarded to Heer Excavating, Inc. of Archbold, Ohio who submitted the lowest and best bid at $160,930.30.  This is below the engineer’s estimate of $199,359.00.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

· Resolution 2009-398 Award Bid for FY08 CDBG Metamora Park Building Project

The bid was awarded to the Delventhal Company of Millbury, Ohio who submitted the lowest and best bid at $88,800.00.  This is below the engineer’s estimate of $117,000.00.  Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

The County Prosecutor has requested that this resolution be put on hold for approximately 45 minutes while the final changes are made.

Mickey Volkman, Veteran's Services Departmental Update

Mickey Volkman, Veteran’s Services Officer, and Ernie Gorey, Erv Yoder and Ed Roth of the Fulton County Veteran’s Commission were present for the update.

 

Ms. Volkman handed the Commissioners a packet which first introduced that members of the Fulton County Veteran’s Commission, and then staff members of the Veteran’s Office.  She explained that there are 6 part time/intermittent drivers on staff and listed them by name. 

 

She outlined that the Veteran’s Services Commission is responsible for overseeing the office activities; approving emergency financial relief for county veterans who apply and meet the requirements for assistance; and assist with veterans and their family members with what is needed to do applications for the Department of Veteran’s Affairs Benefits to which they be entitled. 

 

She outlined that the Veteran’s Service Office personnel is responsible for day to day office operations; preparation of all forms for assistance and Department of Veterans Affairs Benefits, including searching for any and all evidence the veterans may be required to provide; proper submission of claims and follow-up requirements with the Department of Veterans Affairs and the veteran; Ohio veterans home applications; grave marker applications; VA medical applications and renewals; Transportation of veterans to VA medical appointments; local nursing home information and contacts; employment issues for local veterans and keeping up on the legislative law changes for benefits. 

 

She presented the following charts for the Commissioners review:

         New Veteran’s Claim Work

 

She explained what VA claim work does for the County.  When Department of Veterans Affairs Benefits are sought and awarded, it means federal tax dollars are returned to the County and federal dollars are spent in this county for the necessities of the veterans.

She stated that everything they are able to get from the federal side saves the county money when the veteran and his/her family do not need to apply for local programs to meet their needs. 

 

She presented chart illustrating the amount of federal dollars that come into Fulton County every year since 2005:

She stated that the Veteran’s Service Office had an increase in Comp and Pension monies returned to Fulton County of 23.22% for 2008, which is the highest percentage of increase from 2007 to 2008 of any county in the State of Ohio. 

 

She presented a chart illustrating the 2008 budget and stated that for every Fulton County tax dollar spent by their office there are $14.00 returned. 

 

She stated that Ohio is the only state that has a veterans services office in every county and that many veterans do not know where to go to receive services once they discharged. 

 

In conclusion, Ms. Volkman stated that it is an honor and privilege to serve the Veteran’s of Fulton County and that every Veteran’s Commissioner and staff member understands the responsibilities that come with that honor and privilege.

 

Commissioner Short noted that he really appreciates their visibility throughout the county and Commissioner Genter stated that he hears from everyone how highly their office is thought of.

 

The Board thanked them all for coming in.

Ken Caldwell, Job and Family Services Director 1st Quarter Report

 Mr. Caldwell was present to present the Board with the 1st Quarter update:

 

 

He explained that there is an increase in Medicaid and Food Stamps due to the economy and unemployment rate, and for the same reason, there has been a decrease of $150,000 in child support collections.  He presented a chart illustrating food stamp recipients monthly averages:

 

He stated that children services, child care, PRC/TANF expenditures are about the same. 

 

He stated the big concern right now is that nobody knows what will happen with the State budget.  It was anticipated that there would be a $193 Million cut, on top of what was already cut in July of 2008, the House has restored some of that however.

 

Commissioner Barnaby asked how many extra food stamp cases they are getting per week right now.  Mr. Caldwell stated that they are getting about 65 new recipients a month, about 13/week.  He said that he thought that food stamp case would have leveled off by now, however, it continues to increase substantially. 

 

The Board thanked Mr. Caldwell for his presentation.
