9:01:10 AM	Resolution 2009-244 Approve Minutes of March 23, 2009	Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Commissioner Genter abstained. Motion carried 2-1.
9:01:51 AM	Resolution 2009-245 Approve Agenda As Presented or Amended	Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:02:42 AM	OLD BUSINESS: Mary Gype, Clerk of Courts To Discuss Title Office Request	Mr. Hall stated that last week he presented a request from the title office and has now asked the Clerk of Courts to come in before the board to discuss the pending retirement of one of her employees. Mary Gype stated that she does have one employee retiring this year and she does want a replacement. She stated that she would be able to do this with her own funding. This would be done with a run off of revnue for title fees and would no longer be a general fund expense. Discussion was held on HB2-a new transporation bill that would increase the title fees. She noted that the hearings keep getting cancelled and that the last she knew it was going to be held this morning at 8:30 a.m. Mr. Hall stated that the legislation being presented only has 1 difference between the House and the Senate. The House has language included in the bill for a 1 year delay subject to referendum. The Senate does not include that language. Ms. Gype stated that language was incorrect to begin with. Mr. Hall stated that at this time, both chambers are in support of the bill. She stated that with these increases she should be able to handle her own funding of this employee and further, that she does have some carryover in her fund. Her employee has agreed to stay on through the other employees vacations and that she is looking to have the new person start on July 13th. She stated that it is her intention to use them in her legal department also. Commissioner Short stated that he appreciates her taking a look at this and her willingness to take this on and that this will alleviate a general fund expense. Mr. Hall stated that he would work with the Auditor and getting the legislation prepared.

9:23:24 AM	Resolution 2009-253 Enter Into Contract 2009-61 with Common Pleas Court for Magistrate IV-D Services	It was noted that this contract has been modified to better address the health insurance issue discussed last week. Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:28:01 AM	Resolution 2009-254 Approve Retirement Incentive Plan Employee and Employer's Agreement for Board of Commissioners Employee	Each time an employee elects to participate in the plan previously adopted by the Board an Early Retirment Incentive Plan Employee and Employer's Agreement must be signed by the Employee, the County Auditor and the Board. This legislation will allow the Board President to execute the agreements as they come in without bringing each before the Board.Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

9:32:17 AM	Discussion on NACO Drug Card	Commissioner Short stated the NACo drug card was discussed during the Four County Joint Board meeting earlier in the week. Defiance County is already participating in the plan and Henry and Williams are also in discussions.
