·Discuss Request Regarding Fulton County Tower

Approve Use of Tower

Mr. Hall presented the Board with correspondence from the Wauseon Exempted School District requesting use of the Fulton County Tower.  They are getting rid of their cell phones for internal communications and wish to place a repeater on the tower for a two-way radio communication system.  Brett Kolb, Emergency Services Director, has confirmed that this will not interfere with anything and recommends approval of the request.

 

Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.

Discuss Uniform Contracts

Mr. Hall explained that there is currently one contract in place for floor mats and uniforms and that the contract is going to expire in the very near future.  He stated that before renewal he wanted to get the Board’s thoughts on whether or not to renew the contract, if clothing allowances should be given to employees instead, if the number of mats should be reduced or otherwise.  Commissioner Genter asked what the departments take on this was.  Mr. Hall stated that maintenance and transfer station employees are fine with the current arrangement, however the housekeeping staff would prefer a clothing allowance.  Mr. Hall shared that in discussions with the maintenance supervisor, his only request was to keep uniformity and consistency with all of the uniforms.  Commissioner Genter stated that the time is right for competition and suggested putting it out for bid.  Commissioner Short asked who launders the uniforms.  Mr. Hall stated that the company does the laundering and is included in the contract price, however the housekeeping staff prefers to launder their own.  Mr. Hall stated that he will see what other services are available and bring it back before the board at that time.

·Discuss Invoice from Henry County Regarding Magistrate Health Insurance Costs

 

Resolution 2009-236 Approve Payment of Invoice from Henry County for Magistrate’s Health Care Costs

Mr. Hall presented a letter from Judge Barber and an invoice from Henry County relative to health insurance costs for Magistrate Richard Altman.  These costs are to be shared between Fulton and Henry County.  Henry County has paid these costs for 4 years and did no bill for Fulton’s portion and are now submitting an invoice.  Mr. Hall noted that both counties have an IV-D Contract to cover these costs, however, not knowing that this was not taken care of, this amount was not budgeted for and there are no appropriations in place.  To take care of this invoice, payment will need to be made out of the health insurance line.  An increase in appropriations will need to be done.

 

Commissioner Barnaby made the motion and Commissioner Genter seconded the motion.  Motion carried unanimously.

·Discuss Request of Title Office

 

Resolution 2009-237 Matter tabled

Mr. Hall stated that Mary Gype has an employee retiring from her title office and is requesting to replace the position with another full time employee.  He then explained the current funding arrangement for the title office.  The General Fund pays for the position up front and then twice each year, any excess title funds accumulated are transferred into the General Fund as agreed between the Clerk of Courts and the Board.

Commissioner Genter stated that he can’t justify another General Fund Expenditure and another employee and stated that she would need to operate out of her own title fund for this. 

 

Commissioner Barnaby made the motion to table this matter and Commissioner Short seconded the motion.  Commissioner Short stated that he would like to have Mary Gype come in and explain her situation on the 26th.  Motion carried unanimously.

·Discuss Letter from FAA Regarding Eligibility of Fencing Projects

 

Resolution 2009-238

A letter was received from the FAA regarding the eligibility of fencing projects.  Commissioner Short explained that this is related to the property owned by Jensen Bridge near the Airport.  He stated that they have put in an asphalt driveway pursuant to an agreement for use.  The FAA wants to fence off the area or tear out the driveway.  Commissioner Short further explained that there are program dollars available for this.  A gate would be put up on CR 14 to allow access for emergency personnel.  He stated this will be a 10’ fence that will go the length of the property.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

Mr. Creager presented the Board with a map of both areas that have been petitioned and briefly explained the prayer of each Petition.  Petitioner, Lawrence Storeholder, has petitioned for the cleaning and brush clean of Branches 1 and 1a of Fewless Creek and also to clean and brush clean an open ditch known as Branch 3 of Fewless Creek.

 

On Ditch Petition 2107, Branches 1 and 1a of Fewless Creek:

 

Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously. View has been scheduled for April 13, 2009 at 10:00 at the site of the proposed improvement. The first hearing on the matter has been fixed for April 27, 2009 at 10:00 in the session room of the Fulton County Commissioners.

 

On Ditch Petition 2108, Branch 3 of Fewless Creek:

 

Commissioner Barnaby made the motion and commissioner Genter seconded the motion. Motion carried unanimously. View has been scheduled for April 13, 2009 at 10:00 a.m. at the site of the proposed improvement. The first hearing on the matter has been fixed for May 4, 2009 at 10:00 a.m. in the session room of the Fulton County Commissioners.

· Resolution 2009-222 Increase and Transfer Appropriations for Various Departments

One of the increases included herein is pursuant to a  letter received from Judge Barber, Common Pleas Court, stating that in 1999, Adult Probation Officer Chamberlin was issued a 1999 Ford Taurus to assist him in the execution of his duties.  Office Chamberlin has conveyed to the Judge that he is concerned with the reliability of said Taurus and that it is not equipped to provide the appropriate level of safety while transporting offenders.  Officer Chamberlin has recommended the Taurus be replaced.  Judge Barber stated in his letter that he agrees with Officer Chamherlin’s recommendation and supports him in his efforts.  A price quote of the vehicle is attached to his letter in the amount of $22,678.00 for a 2009 Dodge Charger Police Car.  It is noted that this vehicle would be purchased with supervision fees that are collected from offenders on community control and this will not be a general fund expense.
