·Review Report of
Inspection of Fulton County Landfill |
Ziad Musallam,
Sanitary Engineer was present for the discussion. He stated that
the inspection showed signs of leachate outbreaks. He stated
that he had reduced hauling to reduce funding and due to the dry
weather. Commissioner Genter asked about the forced main, Mr.
Musallam stated that it is still under review for the issuance
of a permit. Commissioner Genter asked about the tile, Mr.
Musallam stated that the tile is part of the forced main issue.
Mr. Musallam stated that the levels of leachate are still below
the mark. |

Markings |
On July 20, 2009 the
Commissioners held the bid opening for the 2009 Water Based
Pavement Markings on behalf of the County Engineer. The
Engineers Estimate on this project was $26,000. Five bids were
received:

referred to the County Engineers office for review and
recommendation for award of bid.
After review and
recommendation of the County Engineer, the bid was awarded to
Oglesby Construction of Norwalk, Ohio in the amount of
$21,945.00. A contract will be offered.

Public Hearing on CDBG Water and Sewer Program |
Commissioner
Short opened the hearing and turned it over to Ziad Musallam,
Sanitary Engineer. Mr. Musallam explained that the first hearing
on CDBG funding was held in March and this is the 2nd Hearing,
which is project specific to the Northeast Fulton County Water
System. The purpose is to present the project to the public and
encourage public participation.
Mr. Musallam presented a map of the area affected by the
Northeast Fulton County Water Project:
He stated the purpose of the improvement is to provide drinking
water supply to the affected area as the existing drinking water
supply contains trihalomethanes which is a disinfectant
by-product that is harmful to humans.
The estimated cost for this part of the project is $1,648,400.
The total amount being requested from CDBG funds is $600,000.
Anticipated funding sources other than CDBG are the Water Supply
Revolving Loan Fund; The American Reinvestment and Recovery Act;
and the Ohio Public Works Commission.
Eligibility consists of 5 criteria:
1.The project area must consist of 51% LMI
2.The minimum project score must be at least 55 points
3.An environmental assessment must be completed
4.The current condition must propose a health hazard
5.Must obtain an permit from the OH EPA
He stated that this project meets all criteria:
1.An income survey resulted in the project area consisting of
52% LMI
2.The project score is 74 points
3.The environmental assessment is in progress and estimated to
be completed by 8/31/2009
4.There have been Ohio EPA findings and orders for violation of
primary drinking water standards
5.It is estimated that the Ohio EPA Permit will be issued by
7/31/2009
Commissioner Genter inquired of the next step. Mr. Musallam
stated that after this 2nd hearing and upon the completion of
the environmental assessment, the application will be submitted
to the Ohio Department of Development. He further stated that
before submittal, the permit must be issued. |

Call-Randy Bornique, Ohio EPA re: Airport Wetland Mitigation |
Commissioner Short
inquired of the status of the Wetland Mitigation Packet that was
sent to the OH EPA by Pete Carr of the Soil and Water
Conservation District. Mr. Bornique acknowledged receipt. He
stated that it will be reviewed and further information will be
requested from SWCD. He further stated that he has asked to
have the permit drafted for the removal of the trees and stumps
at the airport. He stated that they are willing to accept the
mitigation as submitted. The amount already paid will be used as
credits and the rest will be physical ground. Mr. Bornique
further stated that the size of the property is larger than
required for this project and the additional can be used as
credits in the future.
Another update was
scheduled for August 10th at 10:30 a.m.
