9:01:19 AM	Resolution 2009-654 Approve Minutes of July 16, 2009		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:01:53 AM	Resolution 2009-655 Approve Agenda As Presented		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

9:02:27 AM	NEW BUSINESS: · Resolution 2009-656 Increase and Transfer Appropriations for Various Departments		Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:03:12 AM	· Resolution 2009-657 Set Date and Time for Public Hearing on Zoning Amendment and Authorize Advertisement Thereof		Two public hearings will be held on August 10, 2009 at 10:00 a.m. The first hearing pertains to the rezoning of three (3) parcels of land in York Township.  The second hearing involves amending the Fulton County Rural Zoning Resolution.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:04:00 AM	· Resolution 2009-658 Approve Petition for Annexation 2009-001 to the Village of Archbold		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:05:22 AM	· Resolution 2009-659 Accept Resignation and Authorize Discharge of Various Part-time EMT's		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:06:23 AM	· Resolution 2009-660 Transfer Funds for JFS for Boarding Home Payroll Expenses		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:07:23 AM	· Resolution 2009-661 Award Bid for Contractual Service of Disposal of Waste for Solid Waste Facility		On July 16, 2009, the Commissioners held the bid opening for the contractual service of providing containers and the disposal of waste for the Solid Waste Facility.   One bid was received:   Allied Waste Services Bryan, Ohio Within the 4 Co. District: Compacted container $449.00 Open Top container   $435.00   This bid was referred to the Director of Solid Waste for review and recommendation for award of bid.   With the recommendation of the Director of Solid Waste, the Bid was awarded to Allied Waste Services of Bryan, Ohio.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:08:00 AM	· Resolution 2009-662 Reject Bids for Contractual Service of Recycling of Ferrous/Non-Ferrous Metals and Authorize Re-advertisement of the Same		On July 16, 2009, the Commissioners held the bid opening for the contractual service of recycling ferrous and non-ferrous metals.    Two bids were received:   Zack’s Recycling Napoleon, Ohio $100/pull w/100% reimbursement – Outside of 4 Co. District *Note:  No bid bond was submitted with bid   Allied Waste Services Bryan, Ohio $195/pull w/50%reimbursement – Inside of 4 Co. District *Note:  No bid bond was submitted with bid   The bids were referred to the Director of Solid Waste and Recycling for review and recommendation for award of bid.   With the recommendation of the Solid Waste and Recycling Director, both bids are hereby rejected for the lack of proper bond security.   Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:08:29 AM	· Resolution 2009-663 Approve Purchase Orders and Travel Requests		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

9:32:16 AM	Bid Opening -2009 Water Based-Pavement Marking		The Engineers Estimate on this project is $26,000.  Five bids were received as follows:   Interstate Road Management Oak Harbor, Ohio $23,000.00   A&A Safety, Inc. Amelia, Ohio $24,772.00   Mar-King Construction, Inc. Norwalk, Ohio $22,400.00   Oglesby Construction, Inc. Norwalk, Ohio $21,945.00   Zimmerman Paint Fremont, Ohio $22,950.00   These bids will be referred to the County Engineers office for review and recommendation for award of bid.

10:00:44 AM	Soil and Water Conservation District-Departmental Update		Kim Bowles and Curt Jones were present to update the Board.  Mr. Jones went through a list of expenses that are now being cut due to budgets:   The annual meeting will not be held at Founders Hall.  Instead, the election will be conducted at the SWCD office in an open house forum on December 3, 2009 District newsletters will be cut from 6/year to 2/year The amount of conservation camp scholarships will be decreased The amount of financial support to the ag fest will be decreased The financial support for the air tour is being cut in half.  The rest will be sponsored. No attendance to the winter and summer meetings or state employees meeting Reduction of education resources purchasing   This will result in approximately $20,000 in cuts.
