Review Modified Position Descriptions Emergency Services

Brett Kolb, Emergency Services Director; Rod Cheney, Assistant Director, and Andrew Votava, Organizational Development Director, were present for the discussion.  Mr. Votava presented the Board with the modified position descriptions for Emergency Services.    He stated that a full list of technical skills are outlined along with intangibles, such as soft skills, that are expected of those in managerial positions.  Commissioner Genter noted that for the Emergency Services Director he did not see anything relating to responsibilities for building operations and organization.  The Board instructed Mr. Votava to add the coordination of general building operations to the job description.  Mr. Kolb, for clarification asked if “Interim” be removed from Mr. Cheney’s job description.  Commissioner Short stated that it would be upon finalization of the job descriptions.  It was noted that this process would be done for other department head positions as well.

· Ziad Musallam, Fulton County Sanitary Engineer To Discuss Equipment Use Charges

 

Resolution 2009-068 Establish Equipment Use Charge

Mr. Musallam stated that there are 3 pieces of portable use equipment owned by Fulton County and has been made available for use by other local entities.  This equipment consists of a six-inch sewage pump, a 40 KW power generator and a 2-inch trash pump.  He stated that he had drafted a fair rate schedule to recover costs of use for depreciation, maintenance, repairs, insurance and storage of the equipment.  These rates have no profit built into the costs.  Commissioner Genter asked if he had checked with local companies on their rates rental rates.  Mr. Musallam stated that no-one has a six-inch sewage pump available for rent, however the 40 KW Power Generator is rented out elsewhere at $100.00/hour or more as compared to the his proposed rate of $14.40/hour.  He stated that no rate schedule or legislation had been passed to date and that other entities are just using the equipment, paying for fuel only, with the County covering the costs of maintenance.  Commissioner Short asked if other entities are charging us if we need to use their equipment.  Mr. Musallam stated that the Villages do charge for equipment, and if needed, manpower, fuel and mileage.  Commissioner Barnaby made the motion to approve the equipment use charges and Commissioner Genter seconded the motion. Motion carried unanimously.
