9:01:50 AM	Resolution 2009-001 Approve Minutes of December 31, 2008		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:35 AM	Resolution 2008-002 Approve Agenda As Presented or Amended		Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.
9:03:10 AM	·Ziad Musallam, Sanitary Engineer To Discuss Fulton County Landfill		Mr. Musallam presented the Board with a letter he received from the Ohio EPA regarding the plan of action for the removal of the broken PVC drain pipe and culvert at the landfill.  He states that he has received EPA approval now, however the weather conditions are a concern this time of year.  Commencing this project right now with the wet soil conditions could generate additional leachate.   Frozen soil however does not compact well.  It is important to wait for the right conditions.  Commissioner Genter inquired if this project needs to be bid out.  Mr. Musallam stated that the project will cost less than the $25,000.00 threshold.  Commissioner Short asked if the leachate levels have gone down.  Mr. Musallam stated that they are 2 feet below the EPA standards, however when it got warmer here recently the levels did rise a bit.  They rate that they are currently hauling, 50,000 gallons, is keeping up with it at the present time, however, the EPA will continue to monitor levels and will advise if the hauling needs to increase.

9:17:22 AM	·Review 2008 Year-End Financial Reports		Vond Hall, County Administrator, presented the Board with year end financials:   2008 General Fund Expenses, broken down by expense type:     2008 General Fund Revenues, broken down by the source:     A year over year, month over month comparison to demonstrate cash flow   A General Fund Operating Budget Summary:     A budget vs. Actual Revenue Report outlined detailed revenues of the general fund   2008 Final Report of all funds

9:36:07 AM	· Resolution 2009-006 Enter Into Contracts 2008-11 Through 2008-13 on Behalf of Department of Job and Family Services for IV-E Services		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:40:05 AM	· Resolution 2009-007 Approve Amendment to Contract 2008-15 on Behalf of Department of Job and Family Services		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:40:37 AM	· Resolution 2009-008 Authorize County Engineer to Use "Force Account" Pursuant to ORC §5543.19 and Set Allocation of Revenue to Townships from Permissive Tax Revenue		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
