9:01:59 AM	Resolution 2009-128 Approve Agenda As Presented or Amended		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

9:03:16 AM	NEW BUSINESS: Resolutions: · Resolution 2009-130 Approve Joint Cooperation Agreement for Neighborhood Stabilization Plan		Pursuant to the previous meetings in this matter, the Board was presented with a Joint Cooperative Agreement for participation in the Region 1 Neighborhood Stabilization Program. Region 1 Consists of the Counties of Defiance, Henry, Paulding, Williams and Van Wert, and the City of Defiance.  Commissioner Genter noted that Fulton County is the lead county in this.  He further stated that he felt Maumee Valley Planning had come up with a fair formula for distribution to all of the entities.  Liz Keel, Maumee Valley Planning, stated that with this new stimulus package that was just passed there would mostly likely be another round of funding next year also.   Ms. Keel noted that the agreement includes language regarding excessive force requirements and discussions are still taking place on that.  She stated that most don’t have an excessive force policy as it relates to prohibiting the use thereof by law enforcement within the parties jurisdiction.   Commissioner Short made the motion to approve the agreement and Commissioner Genter seconded the motion. Motion carried unanimously.
