To Discuss Landfill Leachate Disposal Options |
Mr. Musallam presented the Board
with a leachate disposal option summary report for their review
and explained that this is for the purpose of evaluating other
disposal options that would allow the county to remove a higher
volume of leachate at the landfill at lower cost more
efficiently. He explained that the two options being evaluated
in this comparison are the current hauling of leachate to
Pettisville or a direct connection into the Village of Delta’s
sewer system. The cost of implementing the option of directly
connecting with Delta’s sewer system would be about $19,000.
This includes installing the pump, running the electricity,
piping and connections. This includes also the permits since
the permits will be taken care of in-house. Commissioner Genter
inquired how the electricity would be run. Mr. Musallam stated
that it would be run in conduit along the eastern edge of the
landfill to stay away from any trash. Commissioner Short stated
that this option will save money in the long run but further
discussions will need to be held on the funding options. Mr.
Musallam stated that in the mean time he will begin drawing up
the plans. |

·Review Correspondence from Fulton
County Job and Family Services Regarding CSEA Mandated Share
Credit |
The Assistant Director of the
Department of Job and Family Services reported that after
reconciling the actual 2008 CSEA expenditures and receipts,
there is a credit in the amount of $49,675.03 that will be
applied towards the county’s mandated share from the general
fund. This credit will take the county through June.

·Discuss Certificate of Estimated
Property Tax Revenue |
Pursuant to the Boards request for
tax levy information on the Senior Center 1.1 Mill Renewal levy,
the County Auditor provided the Board with a certificate of
Estimated Property Tax Revenue for their review. The Board will
review it and a resolution to levy the tax renewal will be
presented at the next meeting. |

·Discuss Letter from Aero-Beech
Ltd. Regarding Fulton County Airport |
Commissioner Short stated that this
is pursuant to an interested party looking to purchase ground at
the Airport. He stated that if another string of hangars would
be constructed it would coincide with the driveway up to the
hangars. Commissioner Genter stated that this will require
getting another approval through the fence. |

Vond Hall, County Administrator,
presented the Board with a monthly fund comparison, year-to-date
fund report and a new revenue comparison that are general fund
specific, showing revenues for January dating back to 2005. He
stated that he will go back and pull each line to see which line
had the biggest reduction in revenues. |

Re-appoint Members to Fulton County Zoning Board of Appeals and
Rural Zoning Commission |
Pursuant to the recommendation of
Steve Brown, Regional Planning Director, the Board reappointed
Mr. Mark Ballmer of Fayette, Ohio to the Fulton County Zoning
Board of Appeals and Ms. Carma Grime of Archbold, Ohio was
reappointed to the Rural Zoning Commission. Each were appointed
to another 4 year term, with an expiration date of January 31,
2013. Commissioner Genter made the motion and Commissioner
Short seconded the motion. Motion carried unanimously. |

The Engineers Estimate on this
project is $425,700.00.
Bids were received from as follows:
Crestline Paving and Excavating,
Toledo, Ohio $412,476.50;
Geddis Paving and Excavating
$407,851.00; and
Gerken Paving, Inc. $362,566.00.
The bids will be referred to the
Fulton County Engineer for review and recommendation for award
of bid. |
