on Budget Cuts |
Vond Hall, County
Administrator, stated that pursuant to their previous
discussions, he took a look at the impact of hours of operation
and the potential savings. He said this unearthed a potential
issue with classified employees and he asked the prosecuting
attorney to join the discussion today. Mr. Haselman stated that
he would need to take a look at each individual employee to
determine if they are classified. Mr. Hall explained that his
figures are rough estimates as he did not make the determination
of whether the employees were classified or not in his
calculations. This estimate is also based on all elected
officials participating. He stated that the law grants the
appointing authority to furlough all staff 80 hours, which would
result in a savings to the general fund of $98K annually. The
furlough would not go into effect until 2010. The hour
reduction does not apply to all staff as it gets into the issues
discussed regarding classified employees and the appointing
authority to participate. |

Discussion was held
regarding the request of the Prosecutor to approve an ERIP for
his office and how he intends to refill the position should an
employee take advantage of this opportunity. Commissioner
Genter made the motion to table this resolution until Monday and
Commissioner Short seconded the motion. Motion carried 2-1. |

Discussion on CR 16-Dover Township Waterline Petition
|
Mr. Musallam
explained that he received a petition to extend a waterline
along Fulton CR 16 between CR J and K. The petition has been
signed by 5 property owners and further attached is a list of
benefitting property owners along the way should this be
implemented. He provided the Board with a map showing the route
of the petitioned area stating this could benefit a total of 21
parcels. He stated that this water main extension would be from
an existing main off of CR J, which currently supplies water to
Tedrow. The area is currently not zoned and outside the urban
growth area, however was previously identified as an area of
critical need. Mr. Musallam stated he did not know the median
income of this area but would like start an income survey and
look at the potential for grants. He will present this to the
landowners and come back before the Board. |

Public Hearing on
Proposed Zoning Amendments Resolution 2009-730

Commissioner Short
opened the hearing and turned it over to Steve Brown, Regional
Planning Director. Mr. Brown explained that the Regional
Planning Commission had previously held two public hearings.
The 1st hearing was held on July 14, 2009 on an
application submitted by Eugene Burkholder, Burkholder Farms LLC
and Wenz Properties to rezone their properties from AG/RE to a
Planned Industrial/Business Park (M-3). This site contains
approximately 218 acres, which has frontage on Road H and Road
10. The adjacent land to the east, along the SR109 corridor, is
already zoned M-3. This area is within the urban growth area.
He further explained that in 1996, the PDY Task Form was formed
to study the land use and infrastructure along SR 109’s
industrial/commercial corridor. The PDY Land Use Plan was a
result and recommended that Section 10 of York Township, bounded
by Rd 10 on the west, SR 109 on the east and US20A on the south,
be designated a commercial/industrial area. Public Sewer is
available from SR109 and Public Water is available from US20A.
This area is also served by a high grade power line and other
public utilities. The area is ideal for large manufacturing or
warehousing due to the large amount of undeveloped land and
accessibility to the Ohio Turnpike. The Regional Planning
Commissioner was in support of rezoning that area. He stated
that this amendment will not include the houses located on CR
H.
Mr. Brown stated
that a 2nd hearing was also held on July 14, 2009 on
proposed amendments to the Fulton County Zoning Resolution:

10-5.5(2) Fences, Walls, and Other Protective Barriers
It was recommended
that this section be amended as follows, in pertinent part:

Fences constructed within a side or rear yard shall not be
higher than six (6) feet except as provided herein.
Fences located adjacent to farmland shall be a minimum of
five (5) feet from the property line.

Amended:
Before any
manufactured home or relocated manufactured home can be legally
occupied, inspections must be performed by OMHC approved and
certified inspection agencies and inspectors. There must be
three inspections before the manufactured home will be approved
for final occupancy. The three required inspections are: 1)
Footing Inspection, 2) Electrical Service Inspection, and 3)
Final Inspection. Certification of each shall be provided to
the County before a Zoning Permit will be issued.
Manufactured
Home:
Removed: A non-self
propelled building unit or assembly of closed construction
fabricated in an off site facility, an which conforms with the
federal construction and safety standard established by the
Secretary of Housing and Urban Development (HUD) pursuant to the
Manufactured Housing Construction and Safety Standards Act of
1974, and that has a label or tag permanently affixed to it
certifying compliance with all applicable federal construction
and safety standards.
Amended: A building
unit or assembly of closed construction that is fabricated in an
off-site facility and constructed in conformance with the
federal construction and safety standards established by the
Secretary of Housing and Urban Development pursuant to the
“Manufactured Housing Construction Safety Standards Act of 1975”
and that has a permanent label or tag affixed to it, certifying
compliance with all applicable federal construction and safety
standards, ORC 3781.06 (c)(4).
