Discussion on CORSA Renewal

Dawn Hogrefe, Fulton County Loss Control Coordinator, Stan Multhaff and Jim Stapleton from Stapleton Insurance were present to discuss the 2009 CORSA renewal. Mr. Multhaff stated that overall the CORSA renewals are up 2.23%, however, Fulton County is down 1.1%. He stated that there have been 3 property claims so far that were weather related resulted in $33K, there were 9 auto claims resulting about $34K, with 1 reserve in the amount of $7500. He stated that in 2010, there will be a credit available an amount up to 4.3% for counties that have a loss control coordinator. Commissioner Short asked what other counties have a loss control coordinator and if it was possible for Dawn to provide services to other counties to help them out and possibly bring some dollars back this way. Mr. Multhaff stated that he did not believe that to be possible right now and that it needed to be an employee of that county. He stated that in the area, Williams, Henry and Defiance do participate in CORSA, while Wood and Lucas do not. Mr. Barnaby stated that 62 out of 88 counties participate. Mr. Multhaff stated that a new agreement was just put into place for a 3 year renewal and Fulton County is all set for the new term. The Board thanked them for coming in.

John Trudell To Discuss Ditch Improvement

Mr. Trudell presented the Board with pictures of the area.  He stated that there is a lot of debris from the winter and it has floated down the creek and is now obstructing water flow in the ditch.  He stated that he contacted the Engineer’s office and that he was told they are restricted on ditch maintenance and that the matter would have to go back to the original petition.  County Engineer Frank Onweller, had explained to him that he is the custodian of the ditch maintenance fund but the Commissioners make the decisions on payments out of the fund.  Mr. Trudell stated that that either the use of ditch maintenance funds are needed to dip out the ditch or he himself can go in and knock it down, which he believes will create another problem downstream.  He then asked for the authority for the expense to come out of the county ditch maintenance fund.  

 

Commissioner Barnaby asked if a backhoe would work and how long it would take.  Mr. Trudell stated that he believed that a backhoe would be no problem and estimated that it would take approximately 45 mins to an hour. 

 

Commissioner Short stated that he spoke with Trustees from 2 different townships.  He stated that the Engineers and Townships would typically take care of corn fodder along the roadway, however in the fields it is considered the landowners responsibility.

 

Mr. Trudell stated that this ditch is currently under maintenance and that this dip out should fall under ditch maintenance under the county. He stated that if this is not dipped out bigger problems will be caused downstream.

 

Commissioner Short asked if the problem was created due to no-till.  Mr. Trudell sated that all the ground around it has been farmed in every way with accepted farming practices.  It has been chiseled and residue has been spread to prevent erosion.  No one knew that the wind and rain would pick it up and put it into the ditch. 

 

Commissioner Short stated that before they set a precedent and start changing the rules, he would like to speak with the county prosecutor.  He asked Mr. Onweller how these situations have been handled in the past.  Mr. Onweller stated that this is a very unique situation and is not aware of any like this in the past. 

 

Commissioner Short asked if Commissioner Barnaby is in accord with having the prosecutor take a look at this.  Commissioner Barnaby that this request is going against what that money is set up for and that he would like the prosecutor to look at it also.

 

Commissioner Short stated that he does not dispute the obstruction and explained that if the prosecutor cites that they can take care of this, then they will,  but currently they must observe the rules that are currently in place.
