Meeting with Fulton County Budget Commission

Commissioner Genter stated that this meeting was scheduled to discuss where the County is at as far as revenue goes and what can be expected next year. He asked if the figure of estimated revenue could be increased.  Nancy Yackee, County Auditor, stated that the budget commission does not intend to change the certificate at this time.  The estimated revenue at this time is at $9.9 million. She stated that all fees are down which includes, conveyance fees, sheriff fees, clerk of courts fees, sales tax figures and local government funds.  She stated that the budget commission intends to meet monthly to go over what the revenue is doing and see if that figure will need to be adjusted.  She stated that expenses are currently eating into the carryover because of the decline in revenue.  County Treasurer, Bev Schlosser, stated that interest income is maintaining right now, next year there will be a big drop.  Investments right now are in the 1% range.  Commissioner Short stated that the county is right now looking at expenses of $11.6 Million, while the revenue is at $9.9.  It is time to start making dramatic cuts.  Ms. Yackee stated that one thing they are looking at is the increase in audit costs for the county.  They have gone up to $70-75K each year.  It is possible that they may be able to pay for that out of a special revenue fund instead of the general fund.  Ms. Yackee stated that all fees are declining right now.  Commissioner Short stated that this is happening in all counties.  Commissioner Genter stated that the Budget Commissions numbers are crucial in making these decisions.  Ms. Yackee stated that they monitor this very closely.  Everything is contingent on the economy and everything is down right now.  Commissioner Barnaby stated that they have to begin the cuts now because it takes awhile to get everything implemented.  Commissioner Genter stated that increasing sales tax is not a popular decision at this time.  Times are tough and he does not feel as though this is an option.  The County has to tighten its belt as much as possible first.  Ms. Barber asked how the Board will be working with each of the departments on this. She stated that each department has to take a look at what they have to work with and still be able to provide the services needed to the public.   Commissioner Short stated that now that they have met with the Budget Commission, it is back on the Commissioners table to make the decisions. They have a game plan in place, however it will need to be fine tuned.  They will meet with each elected official one on one.  Commissioner Genter stated that they will begin meeting with them on how to make these cutbacks.  Commissioner Short stated that this is a real tough time and the employees of the County have done a great job of providing services to the residents.  Ms. Schlosser agreed, and stated that the county has done well with this for many years to have come this far before having to make these cuts.  She noted that many other counties have had to do this long ago.  Commissioner Short stated that these will need to dramatic cuts that will affect people’s lives and that everything will be done to weather this storm.  Ms. Barber stated they will work with the Commissioners the best that they can and still be able to provide services.  The Board thanked the Budget Commission and all those in attendance and stated they now know for sure what needs to be done.
