·Ziad Musallam, Sanitary Engineer To present Draft Water Service Agreement Between Fulton County and Village of Lyons

Mr. Musallam presented the Board with a Draft Water Service Agreement Between Fulton County and the Village of Lyons for their review.  He stated that it is time to renew the current contract and, upon the Board’s approval, would like to present it to the Village of Lyons yet this week.  He stated that the terms and conditions of this renewal are the same as the current contract, however there were some issues in the contract that were better clarified.  The contract is for 140,000 gallons per month of County estimated water demand of the service area along the route of the water main. He noted that due to Teleflex not running, that figure is not what is being used currently. 

 

Other points of the contract discussed were the tap fee that is included in the contract, which is for a 1” tap or smaller, which is for a typical household.  A tap larger than that would be more costly and the applicant would be advised of that at the time of application. 

 

Any property that is serviced by the County’s water system and abutting the corporation limits of Lyons will be required to annex into the Village.  The annexation would eliminate any surcharge requirements. 

 

The ownership of the water main, outside of the corporation limits, shall be the County.  It will be the County’s responsibility to pay for any necessary improvement to insure continuous water service. 

 

The terms of the agreement are 5 years, with a 6 month period of negotiation, if needed, before the renewal date. 

 

Commissioner Genter asked about Lyons concerns with the waterline.  Mr. Musallam stated it was THMs.  With Teleflex no longer running, there is not as much water flow through the line.  The longer water sits in the line, the more formation of THMs that occur. He noted that the water quality is controlled by the Village and that it is the Village that is held accountable by the EPA.   More water usage would help this situation, such as adding on for Pahl’s Ready Mix.

 

Commissioner Genter inquired of scenarios that could eliminate that responsibility for Lyons.    Mr. Musallam stated that moving the inter-points of testing requirements closer to the Village limits could be an option. The Village would then only be obligated to provide water quality from that point.  It would need to be approved by the Ohio EPA if that is the route they choose to go.  Commissioner Genter stated that it is a good agreement, but he would like Mr. Musallam to present moving the testing requirements to the Village of Lyons. 

 

Mr. Musallam will bring this matter back before the Board after meeting with the Village of Lyons.

Dawn Hogrefe, Loss Control Coordinator - Quarterly Update

Ms. Hogrefe was present to give the Board a quarterly update.  She stated that currently Defensive Driving Courses are being held.  There are approximately 175 Drivers that drive county vehicles.  New employees must take a 4 hour course and others must take a 2 hour renewal course every 2 years.

 

A recent BWC inspection turned out good, only minor corrections are needed and are being addressed by maintenance.

 

She stated that a 2% rebate was received from BWC.

 

She presented the Board with the following chart regarding Losses from Workers Compensation claims and Property and Casualty:

She stated that in 2007 the storm damage was related to hail and in 2008 the 2 big damage costs incurred so far is wind damage in the amount of $22,000 and a collision that occurred by the Sheriff’s Department in the amount of $18,000.00.

 

She presented the following regarding Workers Compensation Premiums for Fulton County compared to the Base Rate for Counties:

Cindy Harris, Records Director Quarterly Update

Cindy Harris was present to update the Board on the Fulton County Records Center. She stated that they are still checking the film for errors from a prior company that did the filming.  She stated that all corrections must be refilmed. The originals are getting ready to be sent to Perrysburg for storage, while the duplicates will be kept here on site.  This includes old records from the Clerk of Courts, Wills, Estates, Divorces and other Civil cases.  She stated that they are still filming the Commissioners Journals and that they are up to date.  She further stated that the patient records from Detwiler have been pulled apart and have kept and filmed what they are required to keep (i.e. admission records, releases, death records and indigent records) and the rest will go to CDD. 

 

She stated that they also keep busy helping customers with genealogy research and also certify copies of marriage licenses for those that  in need of it for retirement or insurance.
