·Ziad Musallam, County Sanitary Engineer, to discuss:
1) Schmucker Sanitary Sewer Extension

 A status form has been received from the OhioEPA relating to the permit to install the Schmucker Sanitary Sewer Extension.  Mr. Musallam stated that the form indicated that the status of the application is administratively complete and pending approval.  Upon approval, the permit can be expected within about 3 weeks.

2) NEFC Water System Project Income Survey

Mr. Musallam presented the to-date results of an income survey of the benefit area of the Northeast Fulton County Water System.  He stated that the total number of households that would benefit from this system would be 287.  There were 287 households presented with a survey, only 93 households responded.  To determine the percent of LMI, a total of 171 needed to respond.  To qualify, the LMI percentage must be 51% or higher.  This is a totally confidential survey.  Reminders were sent out, with only a few more replies.  Commissioner Short asked what the options are from here.  Mr. Musallam stated they can send out more reminders or hold a public meeting for the affected area to educate the residents.  He stated while his office would not be permitted to go door to door being that they are considered to be the applicant, that the township trustees or their representatives, or members of the regional planning commission could go door to door.  He indicated that once the income survey is done, it is good for 5 years, and doing the survey does not obligate them to the project.  Pursuant to the Board’s direction, he stated that he would talk to the townships to get them involved.

·Review Correspondence from Department of Job and Family Services Regarding Boarding Home Payroll Expenses

After reconciliation of the cost of care of children in Fulton County, the county has a credit of $95,208.56 that will be applied toward the next month’s Boarding Home payroll expenses.

County Engineer, Frank Onweller, was re-appointed to another 3-year term to the Ohio Public Works Commission District 5 Integrating Committee and Professional Engineer, from the County Engineers Office, Hayley Dockery, was appointed as an alternate member for a 3 year term.  Both terms will commence June of 2009 and expire in June 2012.  Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

Kim Bowles and Curt Jones,  Soil and Water Conservation District -Departmental Update

Kim Bowles and Curt Jones were present for the update. Mr. Jones presented the Board with a 4th Annual Fulton County 4th Grade Ag Fest Report.  The Ag Fest received wide media coverage including WNDH Radio, The Crescent News, Northwest Signal, The Delta Atlas, Toledo Blade, Fulton County Expositor, Swanton Enterprise, Stateline Observer, and will be covered in the Ohio County Journal in the November edition.  There were 675 student that attended, 16 stations were set up with approximately 36 presenters and 10 volunteers.  The Beef, Pork & Goat Queen were all in attendance.The 5th Annual Ag Fest is already scheduled form September 29-30, 2009.

 

Next Ms. Bowles stated that the district continued rental of the Great Plaines grass drill and Brillion seeder for landowners putting in warm of cool season grasses, hay or pasture seedings, and ditch banks up through October 15, 2008.  She stated that as of today, they started staking  the three oak savannas that will be planted at the end of the month.  They are further staking and tilling sites for preparation of planting field windbreaks.  This week they will begin herbicide spraying treatment on these sites before the tree seedlings are planted.

 

The district hosted a Tech Tour for the counties of Defiance, Henry, Paulding, and Williams.  The group of about 20 people viewed the practices that Fulton County assisted in installing the past year and toured the King Lumber Sawmill operation and a segment of Sauder’s that is now making coffins. 

 

Last Wednesday, the state conducted the biannual audit and the official report is forthcoming, although the comments received by the auditors were good.

 

Mr. Jones stated that 2 GIS positions could be run through the SWCD payroll and their salaries will be matched by the state at up to 90%.  He stated that GIS easily is integrated into their goals and objectives.  Their titles would need to be changed, however they would not have to work at their office and could stay where they are currently located.  He stated that it would help pay for the positions that we already have without having to add any new employees.  Commissioner Barnaby stated he could see the benefits as it would relate to outlining the ditches and watersheds in the county.  Commissioner Genter asked them to come up with a job description and the hours required for the position so they can further look into it.

 

Ms. Bowles reminded the Board of the 60th Annual Meeting and Banquet scheduled for December 4th at Founders Hall.

Greg LaBarge, Jill Stechschulte, and Cheryl Spires, OSU Extension Office – Departmental Update

Mr. LaBarge stated that they are giving seminars in alternative energy options for both farm and home.  He noted that with Commissioner Genter, being on the Committee for Archbold/Pettisville Schools, he would like to discuss with him any results received since the tower went up.  Commissioner Genter stated that no meetings have taken place since it was put up and that they are still waiting on data. Ms. Stechschulte noted that this area is least conducive to consistent with the exception of the lakes, however the lakes pose more federal requirements.  There are currently plans for 4 being placed in the lake and are moving forward with wind tests.  Mr. LaBarge has been scouting ag fields, taking a “GIS Look” throughout the summer to monitor crops developing, disease and insects.  He stated that the average bean bushel/acre is yielding about 30/40 while corn is averaging 120/180.  Commissioner Barnaby inquired if chemical training will be held this year, Mr. LaBarge stated that there will be 3 and dates have been proposed with all the participants, however nothing has been confirmed yet. 

 

Ms. Stechschulte stated that she conducted a 5-county career day at Four County Career Center.  She has seen great participation.  In attendance are 12 students from each county, totaling 60 students.  She has just completed her federal report and noted that she had 2,863 contacts, not including the fair and has 1,147 in the 4H after school program.  She stated that she participates with Black Swamp Arts Council and Defiance College to visit students in their schools that are considered high risk to discuss health, fitness and nutrition.  She currently has 150 kids enrolled in that program with 63 sessions planned.  She further outlined other programs being conducted such as “can you afford it” relating to the expenses of having a baby; alcohol prevention around prom season; and career exploration to keep kids in school and prepare them for what happens after graduation.   She stated that she had 263 at 4H Camp this year and that she is president of the Camp Board.  She noted that at camp they now have salad and breakfast bars to give the students an opportunity to make their own healthy choices.

 

Ms. Spires stated that she is using grants and ADC funding to provide parenting classes to families that have children with a diagnosed behavioral issues.  She stated that she can meet with these families either 1 on 1; at a school, library or wherever they feel most comfortable.  The program reinforces wise parenting suggestions, encourages communication and setting and keeping limits.  They also have family nutrition programs and work with food banks and food distribution organizations to promote health food donations.  She also works with the Health Department and the Fulton County Health Center on the Dining with Diabetes and Be Healthy Now programs.
