View of Ditch Improvement Petition 2106-Riegsecker

Present for the View were Commissioner Short; Commissioner Genter; Chief Deputy Engineer, Rod Creager; Civil Technician, Brinda Miller; Pike Township Trustee, Ted Howard; Petitioner, Allen Riegsecker; and other landowners affected by the proposed improvement:  William Kirkendall and Paul Riegsecker.

The View convened at the site of the proposed improvement on County Road N, between Roads 12 and 13 at 10:03 a.m.  Mr. Creager opened the meeting and explained that a petition had been filed for drainage improvements and presented an aerial map of the proposed improvement area.   He briefly explained the ditch improvement process as prescribed by the Ohio Revised Code.

He then turned to the area of the proposed improvement and described initial observations that may address the prayer of the petition.  He stated that at the first hearing in the matter, a preliminary report would be prepared and elaborate more of what it needed and further, would be able to provide tentative costs and assessments should the project move forward.

It was noted that the current drainage was privately put in, not as a result of a prior petition.  Accordingly, while tree roots have been cleaned out a few times, it is not on a county maintenance schedule.

It was further noted that since there are only 9 owners involved, it may be cheaper  to have this taken care of privately instead of going through the petition process which can add 30% to the total costs.  Mr. Creager stated that he will come up with his report and present it at the public hearing on this matter, which will be held on November 13, 2008 at 10:00 a.m.  If the landowners agree to have this matter taken care of on their own, the Board of Commissioners can dismiss the petition at that time.

Mr. Creager asked for any additional comments, none were made.

The View ended at 10:23 a.m.
