Commissioner Short noted that this particular request is done in the spirit in which the ERIP Program was enacted.  Commissioner Genter noted that a salary cap should be put in place when hiring a replacement is necessary such as it is in this matter.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

Ken Caldwell, Director of Job and Family Services Quarterly Report

 Ken Caldwell and Luann Stiriz were present to give the Board a Quarterly Update. 

 

Ken presented the following report:

 

 

 

As Mr. Caldwell went through his report, he noted that Medicare continues to rise, with 4,800 residents currently on Medicaid.  He anticipates an even bigger increase in the next quarter.  He notes that food stamps were down in the previous quarter but were up again in October.  He stated that in average the  rate for all Ohio for food stamps and cash assistance is at 7.4%, with Fulton County being at 10.4%.  In the last five years, these numbers have increased in Ohio a total of  33% and 55% in Fulton County.  He stated that with this increase people are waiting longer for appointments because his staff size has remained the same. He noted that the other figures are about the same as reported last quarter.

 

Ms. Stiriz had recently attended a meeting in Columbus and shared this information with the Commissioners.  She stated that the department gets graded in 5 performance categories:

  1. Paternity Establishment
  2. Support Establishment
  3. Collections on Current Support
  4. Collections on Arrears
  5. Cost Effectiveness

 

At this meeting, stats were given to each county on all but cost effectiveness.  She stated that there is an 80% requirement in each of the other 4 categories.  In 2007, they passed 2 out of 4 of these categories and in 2008, they have passed 3 out of 4., and have improved in all areas.  She stated that they hit 79.4% in collections on current support which is up from 79.08% last year, which is 4th in the state, even though they fell a bit short.  In arrears, they hit 77.93% in 2007 and ranked 20th in the state, and in 2008, they hit 80.2%, ranking at 11th.  They have not had any problems meeting the paternity and support establishments, with support establishment being 87.52% and over 100% for paternity establishment.  Mr. Caldwell stated that these stats are what determine the incentive dollars they receive each year.

 

Commissioner Genter asked if they are looking at funding cuts.  He stated that there will be funding cuts and most likely yet this fiscal year (ending in June).  Agencies can expect cuts in January and at least another 10% in July.
