Mr. Musallam was present to inform the  Board that the permit for the Schmucker Sanitary Sewer  Extension has been received from the Ohio EPA and that the project may proceed.  He will send a copy of to Mr. Schmucker so he can schedule the installation.

Frank Onweller, County Engineer Quarterly Update

Mr. Onweller was present to give the Board a Quarterly update.  He first presented the Board with 2008 year-to-date revenues from the gas taxes and motor vehicle fees with a year over year comparison.  It was noted that while gas taxes were up this year, the license plate fees were down, totaling a loss so far of $14,254.53.

 

He presented his 2008 Construction Expenses as follows:

 

Asphalt Resurfacing (19 miles)

$1,471,414.90 with $163,969.80 coming from an OPWC loan, that is a 0% interest loan over 10 years.  He stated that with the costs of asphalt increasing they will focus on the structural integrity of the roads more than the rideablity that the public may be accustomed to. 

 

Road Reconstruction (3.5 miles)

$1,209.890.14

 

Pavement Marking (150 center line miles)

$143,386.82, all paid by Federal Grant

 

Bridge Replacement (1 Bridge)

$724,660.79 with $275,371.10 coming from an OPWC grant

 

He next presented the Board with an annual sow/ice control year over year cost comparison from 1997 to present:

 

  

He explained the shortages that some counties are experiencing, however stated that Fulton County will be ok this year.  He stated that in order to conserve resources, crews may not be as quick to respond in lighter snowfalls, specifically on the weekends.  He will be putting out an educational publication in the local newspapers advising of this.

 

He explained that there is a new form of ice control becoming available called GeoMelt, which is a liquid de-icing agent with a component thereof being beet juice.  This will stay on the pavement for up to 2 weeks as opposed to just a few days with salt brine mixtures.  Other counties that have used this have reported a reduction in salt usage up to 30%.  This is something that their office may try in the future to mix with the salt as opposed to calcium chloride. 

 

He then presented a cost/revenue year over year comparison, illustrating how costs have risen since 2000:

 

He noted that costs have increased considerably and revenues have not.  There is discussion about shifting the revenue from the gas taxes to the license fees due to ethanol and other alternative fuels that are becoming available.

Bev Schlosser, County Treasurer Quarterly Update

Bev Schlosser was present to give the Board a quarterly update.  She stated that in September she only had one come due. The overall portfolio yield for September is at 3.88%.  At the end of the 3rd Quarter, earnings are at $818,744.22 and is projecting $1,060,000.00 by the end of the year.  Next year she is projecting a significant drop to $570,000.00.
