Bid Opening Reconstruction of County Road J

The Engineer's Estimate on this project is $395,000.00.

 

Bids were received as follows:

Anderzack-Pitzen Construction, Inc., Metamora, OH $368,877.80

Heer Excavating, Inc., Archbold, OH $427,899.80

Vernon Nagel, Inc., Napoleon, OH $420,431.13

Diversified Road & Pipe, Inc., Whitehouse, OH $398,862.50

 

The bids were referred to the engineer's office for review and recommendation for award of bid.

Public Hearing CDBG Water & Sewer Funds

Ziad Musallam, Fulton County Sanitary Engineer, was present to lead the 2nd Public Hearing on the CDBG Water and Sewer Funds. He stated that the benefitting site for the funding being applied for is the Riviera Mobile Home Park in Gorham Township to improve the sanitary sewer system. There are 15 mobile homes and 2 residential homes within this facility. According to the EPA, this site needs upgraded or replaced due to improper sewer treatment. The estimated cost for this project is $100,000 and the anticipated funding sources will be 50% from the CDBG grant and 50% from the Water Pollution Control Loan Fund, which will be assessed to the landowner. He stated that studies show that approximately 2,000 gallons of sanitary sewer will flow into the Village of Fayette.  He intends to hold a meeting with the Public Works Commission on June 9th to discuss the Village’s capacities and surplus available to them to make sure that adding that capacity will not cause problems for their system. He intends to discuss the outcome of that meeting with Fayette Village Council on June 12th. Amy Metz, Fayette Village Administrator, was present and expressed concerns.  She stated that the Village does not have water output for Franklin as they have a well.  Council’s concerns at this time is a project for the residents that are already within the village limits that need to hook up for sewer, which is part of their CDBG Application.  The Village is not against the project, however does not feel that the time is right to proceed until the EPA issues they are dealing with at this time are dealt with.

Public Hearing CDBG Formula

Steve Brown, Regional Planning Director, was present to lead the 2nd Public Hearing on the Formula Program Funds.  He stated that the total funds available to Fulton County through this program for 2008 is $152,000.00, with $126,000 available for projects after administration and fair housing costs are deducted.

 

There are 4 applicants this year as follows:

 

The Village of Metamora, for park improvements in the amount of $43,215.00.  The total project amount is $53,215.00 with $10,000.00 being contributed toward the project by the Village; and

 

The Village of Fayette, for a West Industrial Parkway Sewer Improvement in the amount of $116,000.00, the total cost of the project; and

 

The City of Wauseon, for Sidewalk Improvements in the amount of $40,000.00, the total cost of the project; and

 

Chesterfield Township for the Resurfacing of Township Road 16-3 from Road S to the State Line in the amount of $89,692.50.  The total amount of this project is estimated at $179,385.00, with 50% being paid for by the Township.

 

The Village of Fayette is also requesting that $40,000 be held over from 2007.

 

Amy Metz, Fayette Village Administrator, was present for the hearing and stated that the West Industrial Parkway Sewer Improvement is not just for residential addresses, but also for a the Ham Properties LTD Development with a 6-8K Square Foot Industrial Building that would be used in conjunction with TRW.  Ham Properties LTD withdrew their CRA Application and are no longer in play, however, she does not anticipate a change in the cost, due to the lift stations that are required for the 3 residents.

 

Paul Holman, Chairman of Chesterfield Twp, stated that after the Resurfacing of the Township Road 16-3 from Road S to the State Line as referenced in the application was finished, the other 2.5 miles would be resurfaced also.
