The agenda was amended to include a
discussion under old business on taxable fringe benefits as it
relates to uniforms. Commissioner Genter made the motion to
approve the agenda as amended and Commissioner Short seconded
the motion. Motion carried unanimously. |

·Review Permissive Sales Tax Report

The report illustrates that sales tax for
March 2008 is up 1.37% from March of 2007. |

·Discuss Correspondence Between Lingvai
Excavating, Inc. and Fulton County Sanitary Engineer Regarding
Elmira/Burlington Project |
Ziad Musallam was present for the
discussion. This correspondence references an issue relating to
a light at the Elmira pump station. The light is relatively
new and was not working properly. The contractor, Lingvai
Excavating was called to investigate the problem. Ultimately,
the contractor reported that the problem resulted from a bad
bulb. The contractor billed the county for a sum of $500.00 to
change the bulb. Mr. Musallam takes the position that this is
part of the project that is still under warranty. He states
that the contract that was entered into for the
Elmira/Burlington Project did not stipulate any exclusion for
light bulbs. Commissioner Short asked to see a copy of the
contract and upon review, the Commissioners would resolve the
matter from there. |

Discussion on Taxable Fringe Benefits for
Uniforms
·Resolution 2008-230
|
The IRS is now requiring that certain
uniforms be considered a fringe benefit to employees which
results in that employee being taxed. The issue at hand is
whether to approve a wage increase to offset the tax
consequences incurred by those employees that are affected by
this IRS regulation. Vond Hall, County Administrator, stated
that in working with the payroll department, it was figured that
this tax amounted to fifteen cents per hour for each employee
affected. Commissioner Barnaby made the motion to approve the
increase in wages for the employees affected and Commissioner
Genter seconded the motion. The motion carried 2 to 1. |

Commissioners Regarding Relocation of Bureau of Criminal
Investigations in Bowling Green, Ohio |
The correspondence referenced comes from
the Wood County Commissioners asking for the support of the
Fulton County Commissioners in an attempt to keep the Ohio
Attorney General, Marc Dann, from relocating the regional office
of the Bureau of Criminal Investigation and Identification from
it’s current location in Bowling Green to Toledo. |
