·Steve Brown, Regional Planning Director to discuss FY08 CDBG Formula
Resolution 2008-568 
Declare Village of Metamora a Reinvestment Area

Pursuant to the Board's approval of the FY08 CDBG Formula, Mr. Brown requested that the Board further declare the Village of Metamora as a reinvestment area.

Discussion on Dog Warden Vehicle Problems

Commissioner Barnaby stated that due to a transmission failure, the assistant dog warden is currently driving a small truck that is borrowed from the Engineer's office and cannot collect dogs. It will cost approximately $2,500 to repair.  The Board authorized to proceed with the repair.  Mr. Barnaby will contact the Dog Warden and direct him to proceed.

A public hearing to amend the FY07 CDBG Application will be held on July 10, 2008 at 9:45 a.m.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

The Engineer's Estimate on this project is $17,674.00.

 

One bid was received as follows:

The bid will be referred to the Engineer’s Office for review and recommendation of acceptance.

Kim Bowles & Curt Jones - Soil and Water Conservation District, Departmental Update

Kim Bowles and Curt Jones were present to update the Board on activities since coming before the Board in May.  Ms. Bowles presented the Board with a written report outlining said activities and an illustration on the Oak Savanna Project.  Mr. Jones went through the report and stated that on May 19, 2008 they submitted five AEPP applications.  Ms. Bowles stated that 3 of them are new.  On May 15, 2008 the fish sale resulted in 15,020 fish being distributed to 48 landowners.  The Fulton County landowners holding EQIP contracts were paid a total of $85,000 for FY2007, and Conservation Security Program contract holders in Fulton County were paid out in the amount of $219,000.  There were 44 of 78 structures installed and 13 of 14 waterways installed.  The District planted their first Oak Savanna practice along County Road J.  They also assisted with Conservation Camp, with 44 Fulton County students attending.  The District is sponsoring a conservation air tour with the Fulton County Airport on August 2, 2008 from 8-5.  Mr. Jones stressed that, based on FY2007 figures, the SWCD office generates $9.05 to every $1.00 that the Commissioners give them.

 

Ms. Bowles stated that they turned in their budget for 2009 and that they left it $35,000 short.  She stated that with the Oak Savanna program they feel they can still make enough to balance the budget. 

 

Discussion was held on the potential of maps and illustrations that would show water flow and the tremendous value that it could bring to the county. 

 

Mr. Jones presented the possibility of hiring someone to help in the field so Ms. Bowles could focus on the numbers and make better use of her talents in that area.  She is also trained in grant writing and may be able to assist in the ditch process.

 

Commissioner Short thanked them both and expressed appreciation for the creative ways and efforts of the District to generate dollars.

Debbie Nelson-Chamber of Commerce Chamber Update

Debbie Nelson was present to address the Board. She stated that there are currently 240 members of the Chamber and thanked the Commissioners for being members.  She stated that the Chamber is currently focusing on marketing efforts to bring people to town and that they are working on a coupon book that will be distributed to hotels and at the fairgrounds that will give the bearers discounts at participating businesses.  She said it is important to promote that people can get what they need right in Wauseon, especially in times when the gas prices are so high.  She stated that the Chamber is a source for much information and have several resource guides available. 

 

She gave emphasis to the Board to contact her if there was anything that the Chamber could do for them.  The Board thanked her for coming in and for everything the Chamber does to promote local businesses.
