Correspondence from Ohio EPA Regarding Fulton County Landfill

The correspondence
referenced indicates that although leachate is being hauled out
of the landfill, site reviews have revealed that the amount
hauled is still not consistently and significantly reducing the
amount of leachate outbreaks occurring at the landfill. Ziad
Musallam, County Sanitary Engineer, was present for the
discussion. He stated that they are currently hauling out about
30,000 gallons per month and need to boost that up, however
funding is a concern. Commissioner Genter stated that boosting
funding would be much cheaper than an EPA fine. Commissioner
Barnaby made the motion to increase the appropriation by $14,000
to begin hauling 50,000 gallons per month out of the landfill
and Commissioner Short seconded the motion. Motion carried
unanimously. |

Vond Hall, County
Administrator, presented the Board with a year-to-date fund
summary report and a monthly fund summary report with 2007 and
2008 comparisons. It was noted that the numbers are tracking
better than this time last year, which can mostly be attributed
to the increase in sales tax revenues, however the hit in
interest income is a big concern. |

The bid was awarded
to Anderzack-Pitzen Construction, Inc. of Metamora, Ohio in the
amount of $368,877.80. This is below the engineer's estimate of
$395,000.00. Commissioner Barnaby made the motion and
Commissioner Genter seconded the motion. Motion carried
unanimously. |

Lisa Arend, Economic
Development Director, was present for the discussion. Next
Specialty Resins, Inc., located in Fayette, currently provides
plastic recycling preprocessing and distribution for injection
molding. Ms. Arend stated that the RLF project herein entails
the installation of a complete shredding and grinding line along
with a sink float system for material separation and a lab for
material testing. She stated that this will create 5 jobs. The
total project investment is $547,000 with $130,000 being
financed with through the Fulton County RLF. The rate and
terms are 3% for a 5 year period. She stated that the
environmental review has been finalized and approved by the Ohio
Department of Development. Commissioner Genter made the motion
and Commissioner Short seconded the motion. Motion carried
unanimously. |

the dismissal of Ms. Cheryl Schantz, EMS Administrative
Assistant, for violation of Board policies 6.3 Sick Leave; 6.9
FMLA Leave; 7.6(G) unauthorized use of a county vehicle; and
failing to meet Board expectations relating to public trust,
dependability, and performing at the highest standard of public
services which indicates a violation of Board policy 8.3, Group
III offence #1, #4, #13 as well as Group II offense #5, and
Group I offense #19. Commissioner Barnaby made the motion and
Commissioner Genter seconded the motion. Roll call vote – Short,
yes; Genter, yes; Barnaby, yes. Motion carried unanimously.
