Accept Ottokee Lane Waterline Extension |
Ziad Musallam, County Sanitary
Engineer, was present for the discussion. He stated that this
will wrap up the waterline construction as petitioned for by Ben
Rupp Builders, Inc. in September for a water supply improvement
to serve a proposed 4-lot rural subdivision along County Road J,
in Dover Township. Pursuant to the contract previously entered
into by the Board with Ben Rupp Builders, upon completion of the
Project, the improvement shall become the property of the Board
of Commissioners, subject to the terms of that contract. Mr.
Musallam stated that the improvement has been completed in
accordance with the current Fulton County Water and Sewer
District Construction and Material Specifications and the City
of Wauseon’s requirements and therefore recommended acceptance
by the Board. Commissioner Genter made the motion and
Commissioner Short seconded the motion. Motion carried
unanimously. |

Declaring improvement to certain real property to be a public
purpose; declaring such improvements to be exempt from real
property taxation; describing the public infrastructure
improvements made, to be made, or in the process of being made
that directly benefit the real property; requiring the owner
thereof to make service payments in lieu of taxes; creating a
redevelopment tax equivalent fund for the deposit of service
payments; authorizing the execution of a service payment
agreement between Fulton County and Zinc and Iron Recycling of
Ohio, Inc.; Authorizing the execution of a compensation
agreement between Fulton County and Pike-Delta-York local school
district; and authorizing the execution of the Fulton County-Ziro
community reinvestment area agreement between Fulton County and
Zinc and Iron Recycling of Ohio, Inc. |
Lisa Arend, Economic Development
Director was present for the discussion. She stated that they
are proposing at 100% tax abatement under Project TIFF for Zinc
and Iron Recycling of Ohio, Inc. She explained that under
project TIFF, the County Commissioners have the right to develop
industrial projects that will benefit the county and its
residents by creating economic and employment opportunities.
She explained the agreements presented and that this covers a
real property exemption on the increase value on the land alone
and the Community Reinvestment Area Agreement presented will
abate taxes on building improvements. The Compensation
Agreement states that those dollars will be sent to pay off the
service payment and public infrastructure improvements in the
amount of $499,356.30, which is for water improvements and
sanitary sewer charges. This also includes hooking into the
county water tower if needed.
She stated that this will create 50
new jobs with an annual payroll of $35,000 each for a total of
$1.75 million. It is expected that they will break ground by
the end of the week.
