9:01:36 AM	Resolution 2008-617 Approve Minutes of July 3, 2008		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:02:51 AM	Resolution 2008-618 Approve Agenda As Presented or Amended		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.

9:06:13 AM	NEW BUSINESS: · Resolution 2008-619 Approve Depository Agreement 2008-99 with Key Bank on Behalf of Fulton County Treasurer and Authorize Board President to Enter Into the same		County Treasurer, Bev Schlosser, was present for the discussion.  She stated that Key Bank over the last year has had good rates, but that recently she learned of a 5.99% interest rate on a 5 year CD that she would like to take advantage of.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:09:57 AM	Ken Caldwell, Director of Job and Family Services		Mr. Caldwell stopped in to introduce 2 new employees with the Department of Job and Family Services, Kristi Schulties and Kevin Bidwell.
9:10:45 AM	· Resolution 2008-620 Authorize Board President to Execute FY09 Youth Subsidy Grant Application Update		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:12:13 AM	· Resolution 2008-621 Authorize Board President to Enter Into CCAO Worker's Compensation Group Rating Plan Agreement 2008-101		Commissioner Short made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:14:02 AM	· Resolution 2008-622 Authorize Board President to Enter Into Contracts 2008-102 and 2008-103 with Diversified Road and Pipe, Inc. and Hanks Plumbing and Heating for the Fulton County Airport Runway Shift and Tree Clearing Project		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:15:02 AM	· Resolution 2008-623 Appoint Part-time Intermittent Employees to Emergency Medical Services and Transfer Station		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:17:00 AM	· Resolution 2008-624 Appoint On-Call Substitute to Senior Center		Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Commissioner Short abstained. Motion carried.
9:18:22 AM	· Resolution 2008-625 Refund Sewer Rate Charges for Elmira/Burlington Sewer System		The initial rate for the Elmira/Burlington Sewer system was based on estimates.  The system has now produced 6 months of actual figures.  When comparing actual versus estimated costs, it was determined that 2 parcels were over the estimated amount that was necessary, while all other parcels came in under the estimate.  Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.
9:20:19 AM	· Resolution 2008-626 Transfer Funds for Department of Job and Family Services for CSEA County Share		Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously.
9:22:35 AM	· Resolution 2008-627 Approve Purchase Orders and Travel Requests		Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

10:00:28 AM	Public Hearing on Proposed Right-of- Way Vacation as Petitioned for by Samuel Lauber                   Resolution 2008-628		Commissioner Barnaby opened the hearing and the Clerk read the Engineers Report into the record. Commissioner Barnaby then opened the floor for testimony:   No testimony was given in favor or opposition to the vacation.   Commissioner Barnaby closed the hearing at 10:03:59 a.m.   Commissioner Genter inquired of Mr. Lauber if an agreement had been worked out for an easement for the Wyse parcel.  Mr. Lauber stated that the lane will be moved south along the ditch and past the woods.   Commissioner Genter made the motion to vacate the public right-of-way as petitioned for and Commissioner Barnaby seconded the motion. Motion carried unanimously.
