Steve Brown, Regional Planning Director-To Discuss Swan Creek Balanced Growth Plan

Mr. Brown first updated the Board on pending issues. He stated that the townships are working on getting in their agribusiness mapping and that 9 out of 12 townships have turned them in. He stated that the flood plain mapping is still going. Zoning has been real active in several townships within the county. The wind turbine amendment has been approved and is working with Wood County to put something together. He stated that the Swanton Comprehensive Plan is finished and has asked Leitha from GIS for a bill for her services. On the FY07 Formula Projects, both have been completed, however there is a dispute between the contractor and the engineering firm over $600.00.  Currently they are paying according to the recommendation of the engineering firm.  On the FY08 projects, all 3 have been released.  An environmental review is being conducted for the Wauseon project.  Fayette is moving forward with their projects.  He stated that the county regs and subregs need to be reviewed as they are over 10 years old.  He referenced that the county may be eligible for funding under a Neighborhood Strategies Program.  This program is for buying up abandoned and foreclosed properties in the area.  This funding would become available in April of next year.  Mr. Brown stated that he has access to a map of foreclosed properties in the county and that Fulton County is in the top 30-40% of the state in foreclosures.

 

He next presented for discussion the Swan Creek Pilot Watershed project.  He stated that Swan Creek did pass a resolution to endorse the Balanced Growth Plan.  The other townships in Fulton County that are involved have also passed the same.  He said that at this time he is comfortable presenting this to the Commissioners for their support.  Commissioner Short asked Mr. Brown of the value of TMACOG’s involvement and if there are repetitive services.    Mr. Brown stated that there are areas that TMACOG is stronger in such as transportation and watershed planning and that there is no repetitive services between his department and TMACOG.  He noted however that TMACOG is more driven toward the elected officials whereas RPC is more staff driven.  Mr. Barnaby asked if he would come back in on Thursday when all Commissioners were present to vote on the resolution.
