Ziad Musallam,
Sanitary Engineer, to Review Kerr Waterline Petition Follow-up
Letter |
Mr. Musallam stated
that pursuant to the conversation with the Commissioners in
session last week, a letter of intent was received from the
Petitioner. The letter indicates no present intent to develop
new housing or new commercial activities at this location. The
line is intended initially to service only the single family
residence on the property. Commissioner Short noted that there
was no present intent at this time, however was not ruling it
out in the future. Commissioner Genter inquired how much the
petitioner would be able to recover of these costs. Mr.
Musallam stated that all terms will be decided and put into an
agreement before any construction started on the project.
Commissioner Short asked if the petitioner constructs his own
line and it is referred back to the county, if it is subject to
prevailing wages. Mr. Musallam cited a previous project that
was privately financed and turned over to the county. County
Administrator, Vond Hall, stated that the trigger of prevailing
wages is the use of the cash. Commissioner Barnaby made the
motion to approve the petition and Commissioner Short seconded
the motion. Motion carried unanimously. This approval is
subject to the approval of the City of Wauseon regarding the
waterline extension and the petitioner being completely
responsible being that only 2 of 18 landowners signed the
petition. Commissioner Genter asked if it is within the urban
growth area of Wauseon for sure. Mr. Musallam stated that it is
and that the City is willing to provide service, it is just
necessary to pursue their approval for the water availability.

Mr. Creager stated
that most of the issues have been worked out. He is scheduled
to meet with the City of Wauseon today and will need to continue
the plans until next Monday or Thursday. A new date to file the
plans was set for Thursday, December 11, 2008 at 10:00 a.m.
