Update on
Regional Economic Development |
Eileen Granta, the
Governor’s Regional Development Director, was present to update
the Board on local economic development issues. She first
stated that there are two main components in which they address,
beginning with 1) projects and the State’s roll and
participation in these projects and 2) policy and program issues
which involves each county’s goals and how they wish to develop
and move forward. The big issues that are a continuous concern
in each county involve utilities as it pertains to electricity;
transportation issues; and how Ohio rates as compared to other
states as far as economic development. Commissioner Genter
stated that utilities are a concern for every county; he feels
that the economic activity in the county has picked up a bit and
further stated that the biggest area that Fulton County is
lacking in is retail. He stated that there good paying jobs in
the county, however due to the lack of major retail stores,
people are spending their earnings in another county.
Commissioner Short inquired what further involvement the
Commissioners can do to assist in the development of State and
local issues. Ms. Granata stated that Fulton County has more
activity than the others in her district and to continue to stay
of on top of that by frequent communication with businesses in
the county and to encourage companies to take advantage grant
and programs being offered. Commissioner Barnaby inquired if
they are putting more into alternative energies at this time.
Ms. Granata stated that they are heavily involved in alternative
energies such as ethanol, biodiesel, wind power and solar
energies. She further spoke about the “Turn Around Ohio Plan”
and the efforts being taken by Governor Strickland and
Lieutenant Governor Fisher under this plan, which includes
workforce development, transportation issues, and education. |

Update on State
Issues |
State
Representative, Bruce Goodwin, was present to update the Board
on several legislative issues that are currently ongoing in
Columbus, specifically issues relating to the local government
committee and how these issues may affect the county.
He began by
addressing H.B. 69 relating to Transfer Development Rights
(TDR), which deals with Urban sprawl and development and relates
mostly to larger cities.
He then discussed
issues associated with H.B. 11, relating to Joint Economic
Development Districts (JEDD) which allows and encourages
cooperation and agreements between counties, municipalities, and
townships to develop in their areas.
He advised the board
on a new bill that may affect the county involving outstanding
water bills on rental properties. Currently if a tenant vacates
a residence and does not pay the water bill, the owner of the
property is responsible for the past due bill. Landlords are
pushing to place the onus on the entity providing the water.
Hearings on this matter are ongoing.
On the issue of
water, he further noted that there may be a change allowing each
providing authority to allow discounts for senior citizens for
water bills over a certain amount.
He discussed H.B. 50
which will provide more authority to local governments to clean
up junk vehicles.
Commissioner Barnaby
advised Mr. Goodwin on a recent issue regarding the Dog and
Kennel Funds and the possibility of amending the ORC to allow
citations issued for not wearing tags to be distributed to the
dog and kennel funds as opposed to said funds being distributed
to the county’s general fund.
Mr. Goodwin stated
that they have put together an alternative energy committee and
they have drafted legislation for the percentage requirements
for “green energy” and stated that this bill will be introduced
to the General Assembly. Commissioner Genter stated that grant
funding has been put in place for an area between Fayette and
Metamora. Mr. Goodwin noted that there have been discussions
regarding the placement of these towers off shore.
The CAT tax was
addressed and Mr. Goodwin stated that said tax has brought in
more than anticipated and that they are working on a plan to
dedicate these funds.
Budget issues were
addressed and Mr. Goodwin stated that there may be hope on the
horizon due to an increase in local government funds from the
State and an increase in the threshold for each local government
to determine whether or not death taxes will be paid in each
respective county. |
