HEARING-CDBG |
Phil Snyder from the
Maumee Valley Planning Organization was present to lead the
discussion. He explained that the purpose of this meeting was
for a hearing on the Economic Developments Application for CDBG
funds for the Zinc Ox Project in Delta. He stated that this is
a $100,000,000 project and an application can be made for up to
$500,000 of that. He explained that these funds, if awarded,
are likely to be used for off site infrastructures, land
acquisition or street, water, sewer, electrical, and railroad
improvements. The Commissioners were then presented with visual
aids of the proposed completed project and it was explained that
this area was chosen due to the like environment and the
positive impact on the community. It was further added that
local contractors will be used during the construction and once
erected this would be a 24/7 operation and would create
approximately 250 job opportunities for employees and
contractors. The Commissioners inquired if there was any
further assistance they could offer and thanked them for
considering Fulton County for this project. Dan Miller from
Delta Village Council expressed his appreciation also.

from RD Zande & Associates regarding FC Airport |
A wooded area at
the Fulton County Airport requires clearing but must first be
investigated for the presence of wetlands and other waters
subject to regulation. It must also be evaluated for the
presence of the endangered Indiana Bat and the presence of
archaeological resources. If any of these factors are found,
special permits must be obtained and conservations plans will
need to be created. |

Work Session to
discuss budgetary options |
A meeting was held
with the Soil and Water Conservation District to discuss
budgetary matters. Kim Bowles, Director, was present for the
discussion, together with Curt Jones and Bill Shininger from
the Board of Supervisors. Steve Brown, Regional Planning
Director, was also present. Ms. Bowles presented the
Commissioners with a report for their review outlining the
dollars generated by the District for FY06 and the programs that
they currently offer. She stated that the State matches 98% of
salaries for work that is done for the District and that there
may be other county employees that could be utilized by them
which in turn could qualify the county for this match.
The possibility of a
park district was discussed with Mr. Brown which would consist
of a 3 member board and would include landholding for
conservation and the possibility of many other benefits to the
county.
Commissioner Short
questioned the interest level of the Soil and Water District and
Regional Planning to provide local administration for the AEPP
program. Commissioner Genter stressed that local control and
local initiative of these plans would offer a better service to
the county. Mr. Shininger stated that he believes said
involvement would align well with their mission statement and
that it is a consideration, however has reservations at this
time which will require further discussion at a later date.
