Each year background
checks and investigations must be conducted by the Attorney
General to ensure that all employees meet the criteria necessary
to operate a solid waste transfer station. The letter
referenced reports that the investigations are complete and that
the county is in substantial compliance with the Ohio’s solid
waste and infectious waste laws and regulations. |

Creating the Defiance County Port Authority |
A joint meeting is
currently scheduled October 22, 2007 at 2:15 pm to discuss the
possibility of a joint port authority with Defiance and Henry
Counties. Commissioner Genter advised that further research
needs to be conducted to prepare for this meeting. |

Robert Hartman,
EMS/EMA Director Quarterly Departmental Update |
Mr. Hartman
presented the board with reports outlining an overall summary of
billed accounts, how much is still outstanding, how much was
collected, contractual allowances and bad debts. He further
presented reports broken down into categories such as runs by
each village or city, by day of the week, and by age. It was
noted that Friday evenings typically have the most runs.
Mr. Hartman then
presented a report outlining transport services, which included
payroll, amounts billed, amounts collected and the number of
runs. He stated that each year they buy a new ambulance and
that this year it is the City of Wauseon’s turn to receive. He
further stated that for transport services, they use recycled
units and would like to check into the possibility of buying a
new unit. Commissioner Genter asked for comparisons of buying
new versus either leasing a unit or replacing the chassis.
Mr. Hartman
presented a list of citizens that have received services that
are considered by the prosecuting attorney to be uncollectible.
Commissioner Genter made a motion to dismiss the charges
included on said list and Commissioner Short seconded the
Motion. Resolution 2007-902. Motion carried
unanimously.
Mr. Hartman next
presented a letter from the McQuades Law Firm regarding a woman
that was involved in a Motor Vehicle Accident that was asking
for a 50% reduction in her bill for the EMS run associated
thereof. Mr. Hartman stated that it did not fit into their
parameters to allow the reduction and asked for direction from
the Commissioners. Through discussion it was revealed that she
did have insurance at the time of the accident and further was
receiving a large settlement from this case. Said settlement
was enough to cover all of her medical bills including the small
sum of this EMS run. The Board declined to allow the
reduction.
Mr. Hartman then
presented a bill for a non-resident of Fulton County that
received services that has since passed away. A reduction or
write off of this bill was also outside the parameters of the
EMS director and again asked the Commissioners for direction on
how to proceed. Through discussion it was stated that this
customer did not have insurance at the time of the run and
further, in his death, did not have an estate. Commissioner
Barnaby made a motion to dismiss the charges in this instance,
and Commissioner Short seconded the motion. Resolution
2007-903. Motion carried unanimously.
Mr. Hartman stated
that they will be receiving funds from the Department of
Homeland Security and it is anticipated they will be in receipt
of said funds by December of ‘07. He stated that the amount
received is based on population and how the funds have been used
in the past. He stated that the use of these funds are very
specific, and usually relate to communications. He discussed
the possibility of using these funds for a county reverse 911
system. |

New Regional Representative - Attorney General's Office |
Mr. Mike Morrison
was present to introduce himself to the Board and explained that
he will act as the new liaison for Fulton County to the Attorney
Generals office and can help with several matters including
check scams, victims of crime and mortgage fraud. He further
addressed the new changes in the sunshine laws, pursuant to HB
9, and informed the Board of two training sessions that are
upcoming on November 20th in Montpelier and December
4th in Lucas County. |
