Budget Update
2007/2008 |
Administrator Hall
presented the Board with end of quarter reports for the General
Fund and outlined year-to-date and month-to-date comparisons
from 2006, 2007, and appropriations from 2008. It was noted that
so far the figures seem to be on pace with last year, however,
in 2008 the expenses are not expected to mirror 2006 and 2007
due to an anticipated increase in expenses associated with child
support and children services in the amount of $500,000 that
will affect the budget in 2008. Health insurance costs that will
impact budget figures in 2008 are still a variable. |

Public Hearing on
Riviera MHP-Sanitary Sewer Project |
County Sanitary
Engineer, Ziad Musallam, was present to lead the pubic hearing
on the proposed Sanitary Sewer Project for the Riviera Mobile
Home Park in Gorham Township. Mr. Musallam stated that the
improvement is necessary due to improper sewer treatment and
outlined the proposed changes. He stated that the area is
eligible for CDBG Water and Sewer Funds and that it is
anticipated that the project will be covered by such, however,
that is not guaranteed in whole or in part. Any costs that are
not covered by CDBG funds will be assessed to the landowner.
This project will require the park to be tied into the Village
of Fayette's water line and approval has already been received
from the village if the project would move forward. The Board
asked for testimony. The landowner was present and stated that
he believes the proposal to be his best option and agrees that
the project should move forward. Mr. Musallam stated that there
must be an environmental assessment done before an application
will be made. |

Discussion on
Agricultural Easement Purchase Program (AEPP) |
Kevin Joyce and Bob
Krane from the Black Swamp Conservancy and Mark Forni from the
Ohio Department of Agriculture, Division of Farmland
Preservation, were present to discuss the Agricultural Easement
Purchase Program . Mr. Forni explained the AEPP program and
discussed other programs available such as the Easement Donation
Program and Agricultural Security Areas. Mr. Joyce then
explained the Conservancy’s part in this process, beginning with
maintaining a list of the inquiries that they receive from
interested farm land owners in their region, program
requirements, and the process in which they decide on who to
sponsor for the program. They further have a continuing duty to
monitor and defend the easement once it is put in place. Mr.
Forni stated that there are currently 18 easements in Fulton
County, covering over 2,500 acres which has brought in $2.5 to
$3 million dollars to be reinvested in the county. Mr. Forni
left materials for the Commissioners to review. |
