1 st Hearing for CDBG 2007

Jan Burkhard, Grants Coordinator led the discussion. This in an overview of all CDBG programs. All projects must meet one of the three National Objectives
1.They have to benefit low to moderate income persons 2. Aid in the prevention or elimination of slum and blight 3.Meet community development needs that have particular uniqueness and urgency COMMUNITY HOUSING IMPROVEMENT PROGRAM (CHIP) The CHIP Program provides funding for a flexible, county wide approach to the improvement and provision of affordable housing for low to moderate income persons. WATER & SEWER PROGRAM Basically the same as last year this program can be utilized to create a safe and sanitary living environment through the provision of safe and reliable drinking water and proper disposal of sanitary waste. FORMULA PROGRAM The Formula Program provides funding for housing rehabilitation, economic development and public works improvements. New rules are presently coming into effect with regard to how the county allocates the grant funds. COMMUNITY ASSESSMENT STRATEGY Fulton County has a Community Assessment Strategy (CAS) on file, which reflects public comment in the form of a consensus of the areas that meet one or more of the National Objectives and the issues that eligible activities can address ECONOMIC DEVELOPMENT PROGRAM No significant changes for 2007. The goal of the Economic Development Program is to create and retain permanent, private-sector jobs, principally for low and moderate income persons. MICRO ENTERPRISE BUSINESS DEVELOPMENT PROGRAM This program provides grants to local cities and counties and non-profit organizations to assist in the development of local micro enterprise businesses and to create and maintain long-term jobs in the private sector. EMERGENCY SHELTER GRANT PROGRAM Funding for this program is provided to eligible non-profit organizations and non-entitlement counties and cities to renovate, rehabilitate, maintain, operate and staff emergency shelter facilities COMPREHENSIVE DOWNTOWN REVITALIZATION COMPETITIVE PROGRAM Tier One : Downtown Revitalization Planning provides funds to eligible communities to assist with the development of downtown revitalization planning documents Tier Two : Downtown Building and Streetscape Revitalization provides funds to eligible communities to help eliminate blighted conditions, improve infrastructure and stimulate economic development in central business districts. IMMINENT THREAT SET-ASIDE FUND The purpose of this fund is to help alleviate threats to public health and safety that would require an immediate resolution DISCRETIONARY GRANT PROGRAM The goal of this program is to provide funds for a worthwhile "target of opportunity" community development, housing, emergency shelter and special projects and activities that do not fit within the structure of existing programs NEW HORIZONS FAIR HOUSING ASSISTANCE PROGRAM This Fair Housing Program provides funds to local government to further fair housing COMMUNITY DISTRESS PROGRAM This program is designed to target the investment of public and private resources to improve the quality of life in distressed areas STILL OTHER PROGRAMS 1. Supportive Housing for the Homeless Program 2. Housing Assistance Request for Proposals Program 3. Housing Opportunities for Persons with AIDS Program Hearing closed at 10:20 a.m. |

CDBG Community Assessment Hearing (CAS) |
Jan Burkhard, Grants Coordinator led the discussion. The state is now requiring a multi year stratagey in order to plan the uses of Federal CDBG dollars. 50% of the dollars must be spent in Census tracts identified by the most recent census. The other 50% may be spent in LMI areas by income survey. Hearing ended 10:50 a.m. |
