Resolution 2007-469 Approve Agenda as Presented or Amended

Agenda was amended to note cancellation of the discussion on altering the Fulton/Swan Creek Township Boundaries at 9:30 a.m. It was further amended to include the Commissioner's attendance to a demonstration with the County EMS on new defibulators at 10:00a.m. Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously.

Review Legislative Update on Indigent Defense Funding

The Governor has indorsed the increase in fines for drunk driving.  This increase is an attempt to offset funds that are currently expended to fund indigent defense.  A response is expected by the end of the month.

Discuss Ag Security Zone and Farmland Preservation

The Board discussed the statewide Agricultural Easement Purchase Program (AEPP), a state program that preserves farmland though the purchase of permanent agricultural easements and is funded by the Clean Ohio Fund.  The current sponsor for this program in Fulton County is the Black Swamp Conservancy. Although the Board believes that said sponsor is doing well, they feel it would be a better for the County to have local control over the easements and would allow better planning of the designated areas.  The Commissioners feel that local control would also allow greater opportunities and availability for this program to the residents of Fulton County.  The Board stated that the Regional Planning Dept. and the County’s Soil and Water Conservation District would be best to administer this program.

Discussion on Fencing between Triangular and Arrow Processing

Cost estimates were obtained from two (2) companies to address the debris/fencing issue between Triangular and Arrow Processing. The accumulation of debris has posed a safety issue for life flight. B&W Fencing submitted an estimate of $3,325.00 and Toledo Fencing $4,000.00. The Board agreed to have the local company, B&W Fencing, perform the work.

Discussion on Painting of Detwiller Building

The exterior paint of the Detwiller Building is chipping and peeling and needs repainted. Cost estimates were obtained from Del Burkholder in the amount of $6,200 and Greg Quillet in the amount of $6,360. The Board agreed to have the lowest bidder, Del Burkholder, perform said work.

Discussion on Hail Damage

Many county assets sustained significant hail damage from the storm in May, including the roofs of county buildings and 35 county vehicles.  County Administrator Vond Hall explained that all claims may be combined and submitted as one claim.  After the deductible is met, all costs are covered by property insurance.

Resolution 2007-474 Approve permit to Reconstruct or Alter Ditch, Drain, or Watercourse

This permit will allow for the construction of an agricultural drive from County Road K across Bad Creek to gain access to farm ground.  Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously.

Altering Fulton/Swan Creek Township Boundaries

Discussion cancelled on the advice of Assistant Prosecuting Attorney, Paul Kennedy. Mr. Kennedy advised that a public hearing must be advertised for a period of thirty (30) days in three (3) places within the township before any hearings should be held on this matter.

Jeff Kramer, R.D. Zande – to discuss Airport Grants

Pursuant to the recent resignation of the County Grants Coordinator, Jeff Kramer from R.D. Zande and Associates was present to address issues regarding FAA grants that are to be followed through with; to ensure that the County Airport may continue to receive FAA funds; and to properly administer the funds the County Airport currently has.  Mr. Kramer advised that they typically work with the airport authorities, which usually does not have any personnel, and that no changes are anticipated as far as the administration of said grants.  It was decided that County Administrator Vond Hall shall now be the contact person for FAA operations and that Mr. Hall will continue to brief the Commissioners on any activities concerning this issue.

 

The Commissioners signed documents concerning pending Federal reimbursements and State vouchers that are to be submitted to ODOT, involving taxiways and paving projects.  Any Contracts are to be forwarded to the County Prosecuting Attorney. 

 

A new project involving the T-Hangar Taxilane Rehabilitation and drainage project was discussed.  A resolution was just passed today approving the advertisements of bids for said project.  Mr. Kramer explained that the FAA will issue a grant for this project based upon the bids that are received.
