Due to the damage sustained in May’s hail storm, County Buildings, such as the Plaza Building, EOC Building, Health Department Building and Board of MRDD building are in need of roof replacement. Melanie Gilders Workforce Development Update

Melanie Gilders, Director of Workforce Development, was present to address the Board. She began by stating that Cooper Standard Automotive, which is planning to close its doors in the 4th quarter of 2008, has been very pro-active in response to creating a labor management committee to help those that will be displaced by the closure. Workforce Development is requesting additional funds to create an on-site transition center to get funding for temporary staffing for assistance with resumes, job searches, and financial planning. A rapid response team from Columbus is planning to assist also. She further stated that the PY06 performance measures involving adults, dislocated workers and youth are going well and meeting all requirements. The same applies to Area 7. She stated that not as many people that are displaced are taking advantage of training, she feels mainly due to financial reasons and the immediate necessity find another job. She stated that some of the events that are currently in the works include funding capitalization of business and being able to help displaced workers from the time they are notified instead of not being eligible until 180 days after their displacement. Administrator Hall requested a comparison of jobs lost versus jobs gained. He stated that many times jobs lost are publicized and the re-employment of those employees or other jobs gained are not figured in. He would like to make a comparison to see how that analysis compares to the county's economy.

CORSA Update

Ginny Shrimplin, Marketing Manager for CORSA (County Risk Sharing Authority) was present to address the Board. Stan Multhauf and Jim Stapleton from Stapleton Insurance were also present. Ms. Shrimplin began by giving an overview of their organization and the services they offer:

 

The County Risk Sharing Authority is a property and liability self insurance pool that was established by the County Commissioners Association of Ohio (CCAO) in 1987. The program is governed by a nine member board of trustees, all of whom must be commissioners from member counties.

 

The mission of the County Risk Sharing Authority (CORSA) is to provide members with comprehensive property and liability coverage and high quality risk management services at a stable and competitive cost.

CORSA’s Mission Statement will be achieved through the following objectives:

• Utilize the highest standards of ethics, oversight, and transparency in all processes and decisions.

• Offer property and liability coverage that is specifically designed to meet the unique and changing needs of county government.

• Provide a stable, financially secure, and competitive risk financing system.

• Control losses with cost-effective claims administration and litigation management.

• Provide comprehensive loss control and loss prevention services.

• Provide expertise, education and training on risk management issues impacting Ohio County Government.

RISK MANAGEMENT SERVICES:

Three experienced professionals on the CORSA staff provide Risk Management Services to members. All services are provided at no additional cost to members.

I. Defensive Driver Training

Tom Carabin, is certified by the National Safety Council to teach the following courses:

• Basic Defensive Driving Course (DDC 4).

Coaching the Maintenance Vehicle Operator (CDL-snow plow/dump trucks)

• Coaching the Emergency Vehicle Operator-Police

• “Next Step”— a 2 hour driver safety refresher for good drivers.

II. Departmental Risk Management Training.

Meetings with officials and directors of departments that have high potential for accidents and law suits (Engineers, Sheriff, Children Services, etc) to review their operations and policies and procedures.

III. Employment Practice Seminars

Sexual harassment, discrimination, violation of civil rights, hiring/firing (Seminars, held regionally, or at county)

V. Regional Risk Management Seminars

VI. Discussion Board on the CORSA Web Site

A Discussion Board was added to the CORSA Web Site as another valuable service to our members. The purpose of the board is to provide our members with a means of sharing information that pertains to risk management issues that arise out of the operation of county government.

VII. Motor Vehicle Records (MVR’s)

Upon request by county, CORSA will provide county with MVR’s that will provide information about the driving record (accidents and violations) of current employees and applicants who will either drive county vehicles or drive personal vehicles while working for county.

VIII. Loss Control Surveys

A survey of designated county buildings and premises to detect hazards that could cause injury and damage to property.

 

PUBLIC RISK MANAGEMENT ASSOCIATION (PRIMA) SUPPORT:

PRIMA is universally recognized as the premier organization for training and information for public risk management professionals. For those CORSA members that have designated safety / loss control personnel, CORSA pays the dues for membership in the national association. For those members who are also members of the County Loss Control Coordinators Association (CLCCA), CORSA pays for registration to attend the annual national meeting.

PROPERTY APPRAISALS

CORSA contracts with the Industrial Appraisal Company to provide certified property appraisals to establish insurance replacement costs on all Buildings and Contents, at no cost to members. A comprehensive report with pictures is included. In addition, annual valuation updates are provided, again at no cost to members.

LIGHTNING PROTECTION INCENTIVES

Upon request by a member county, CORSA will contract with a firm to provide a lightning / surge protection survey on property at high risk for lightning damage. If a member installs recommended surge/lightning protection equipment, CORSA will waive the property insurance deductible for damage caused by lightning.

LEGAL COUNSEL

Legal Counsel is provided by a network of law firms located in Ohio who specialize in county government and federal court cases. Defense counsel and claims staff work closely with and receive input from county prosecutors and elected officials while defending the county and its officials and employees.

LOCAL INSURANCE AGENTS

The local insurance agent is the CORSA link that provides local service to the county. The local agent is selected by the county.

 

AGENT RESPONSIBILITIES:

• Attend minimum of two service meetings per year with either Commissioners or designated contact, to discuss current developments and issues.

• Collection of data for renewal and processing of renewal application.

• Provide general insurance and risk management advise and information to the CORSA Program.

• Attend CORSA Renewal Meeting in Columbus.

• Attend CORSA Annual Meeting in Columbus.

• Attend CORSA Annual Agents Meeting in Columbus.

• Respond promptly to requests for information and questions from county officials and employees.

• Establish claim handling procedures, and assist with claim issues if requested.

• Confirm with county the nature and extent of involvement with County’s Loss Control and Risk Management activities.

 

Who is covered:

County Elected Officials, Employees, Volunteers, while acting on behalf of the county, and acting within the scope of authority of their position.

 

Boards whose budgets are included within the county’s total appropriated budget, whose members are appointed by county official or employee, and whose employees are county employees. The “appropriated budget” includes the general fund and other covered offices and Board outside the general fund that may have revenue from separate taxes and levies (Engineer, MRDD, etc.). If a particular Board does not meet all three criteria, it is then evaluated on a case by case basis.

 

I. General Liability

Limit: $1,000,000 per loss. No annual aggregate.

Covers claims that allege that the county or covered individual is liable for bodily injury, personal injury, or property damage due to negligence of county or covered individual.

Examples:

Slip and fall on county property

Claimants allege county engineer negligent in maintaining road ways and bridges:

missing or obstructed stop signs; defective guardrails; road/bridge repair, construction causing accidents; water drainage

County negligent in placing foster children or adopted children, and negligence caused injury to either placed children or third party

County negligent in conducting child abuse investigations Libel - slander

Sewer backup

II. Errors & Omissions - Public Officials Liability

Limit: $1,000,000 per loss $1,000,000 annual aggregate

Covers allegations that someone suffered monetary damages as a result of a wrongful act being committed. A wrongful act could include errors and omissions and breach of duty.  Losses due to an improper decision being made as opposed to bodily injury or property damage occurring as a result of an unsafe act of condition which would be covered by general liability.

Coverage for administrative proceedings before Equal Employment Opportunity Commission and Ohio Civil Rights Commission for allegations covered by policy.

Examples:

Violation of civil rights

Discrimination

Violation of civil rights in work place, including improper termination,

promotion, failure to hire

Sexual harassment

Improper recording of deeds, titles, abstracts

Improper zoning decisions

III. Law Enforcement Liability

Limit: $1 ,000,000 per loss, no annual aggregate.

Claims alleging errors and omissions and negligent acts arising out of the performance of law enforcement activities, resulting in bodily injury, property damage, personal injury, or violation of civil rights.

Exam pies:

False arrest, false imprisonment and detention, erroneous service of civil papers, inmates alleging errors and omissions or negligent acts resulting in violation of civil rights or injury.

Claims resulting from approved special duty.

IV. Automobile Liability

Limit: $1 ,000,000 per loss. No annual aggregate

Owned and leased vehicles are covered.

County covered for liability arising out of employee using personal vehicle on county business.

Under Ohio’s Financial Responsibility Laws, if an employee or official is involved in an accident while driving a personal vehicle on behalf of the county, the employee’s personal insurance carrier is responsible for the loss.

B. Money and Securities (Inside and Outside)

Loss of money and securities by the actual destruction, disappearance or wrongful abstraction of money and securities including food stamps.

C. Depositor’s Forgery

D. Money Orders and counterfeit Paper Currency

VII Excess Liability

$1 ,000,000-$10,000,000 per Occurrence available above Auto Liability, General Liability, Law Enforcement Liability, and Public Officials Liability.

 

She further discussed issues relating to a recent quote figured for CCNO and concluded with stating that Fulton County has been a member of CORSA since 1987 and invited the Commissioner’s and their staff to their Annual Meeting on August 24, 2007, wherein a 20 year celebration would be held.
