9:04:16 AM Carl Buehrer, Fulton County Historical Society - Request for 2007 Budget Allocation and Update
 
Mr. Bueher is the Society's vice president. He reported lots of changes with 4 new trustees. The museum director has resigned and the Society is looking for a replacement. A job description has been developed as well as direction for the various committees. Hours have changed for the museum. A replacement for the treasurer has also been hired. The Society will be seeking some extra financial assistance through grants and fund raisers. Mr. Buehrer feels that the museum needs to be promoted. They have appointed a long-range planning committee to set some goals. Mr. Buehrer also said they are looking at some decisions in this area as the museum location is not the best, it is not accessible to all ages or those with handicaps, and the building is costly to maintain and operate.
9:12:05 AM Robert Hartman, Fulton County EMS/EMA Director - Review Year-End Numbers for ALS and Contract Renewals Mr. Hartman presented a packet of information for the Commissioners to review. He noted they are still trying to figure out the software. He explained the billings and how the process works in reduction, collections, or the foregoing of balances not paid by insurance for Fulton County residents. The question was asked how often the Commissioners would like a report. Commissioner Genter responded that quarterly would be sufficient. Mr. Hartman commented that they receive a lot of help in this process from LifeStar, who did the billing previously.

The $100 rebates to the entities were looked at and explained by Mr. Hartman. The majority of the runs are over $100. Commissioner Short asked if there was an average run cost. Mr. Hartman responded with those amounts vary from $396 to $450, depending on the type of the call...ALS, BLS, mileage, etc.

Electronic run reports are being sought for all departments in the county. Life-Pack 12's could make a huge difference in the lives of the patients. They are about $15,000 apiece. The Life-Pack 11's are wearing out and they are having a hard time getting those repaired. A request that Mr. Hartman is presenting today is for the Life-Pack 12's. Commissioner Genter would like to see some numbers on the entities that are contracting with LifeStar. The ALS contracts are coming up for renewal and Mr. Hartman offered any assistance his department could provide. Commissioner Genter said before the Board considers the request, he would like to see the contracts taken care of.
9:50:13 AM Email from Auditor regarding dog tags Commissioner Genter expressed concern that the satellite selling places need to remain accesible to the public rather than the tags picked up after the deadline and only sold in the Auditor's office. Commissioner Short and Commissioner Barnaby agreed.

10:12:23 AM Recess until 10:30 when Mr. Rupp arrives.  
10:30:43 AM Back in session Elmira/Burlington Sewer Line discussion...Tom Rupp, Ken Crowell, Ziad Musallam, and Jan Burkhard were all present. Mr. Rupp was present representing the Rupp family.

Mr. Burkhard explained the situation that has developed regarding the LMI requirements on the CDBG program. Mr. Rupp said in other words, then the county only wanted to include those 4 homes to get them over the mark. Mr. Burkhard said it had more to do that those homes were part of the contributing to the pollution and basically those 4 homes will get the sewer free. Mr. Rupp said that not everybody knew about the EPA money and Mr. Burkhard responded that there were public meetings held. Mr. Rupp said that the farmer whose ground was going to be required to cross should have been approached first - he sees that he will be the bad guy in this situation. Commissioner Genter asked what his concerns were about going across his field. Mr. Rupp said tile and that to have his fields cut up for something that has no benefit to his family did not make sense. his family could not figure out why those 4 homes were so important - he feels screwed because now the grant depends on their cooperation. Commissioner Genter said he was never aware that those 4 houses were a necessity to obtain the grant. Mr. Rupp asked if the grant would be lost if they did not agree. Mr. Burkhard asked if the county provided substantial compensation and worked with them to assure tile or crop damage would be taken care of could assist them in their decision. Commissioner Genter asked if Mr. Rupp had been made aware that the manholes would be buried. Mr. Rupp said those discussions had taken place. He added that he is giving up his family's rights because that pipe would be under his farmland forever. Commissioner Genter asked what he thought would be proper compensation. Mr. Rupp said it doesn't matter what he thinks. He added that he would be the bad guy if he said no because those 4 homes would be condemned and he would have to put people out of their homes. 20 feet of permanent access easement had been requested of the Rupps and Mr. Rupp said that it will take more like 30 to 40 feet on a temporary basis to do the job. Mr. Musallam said probably, but the permanent easement would still be 20 feet. Commissioner Genter asked again what kind of dollar figure they had in mind. Mr. Rupp again said that his family had not talked about that. Mr. Musallam said that the final amount had yet to be determined. Mr. Rupp said that they are looking at about 5 years to get that ground back to where it was. In response to Mr. Rupp's earlier question, Mr. Musallam said that the scope of the project would probably have to be changed. Mr. Rupp asked then if the monies would be lost if they said no...Mr. Burkhard resonded that it would definitely change the LMI percentage needed. He added that the EPA has already started the process of sampling these ditches and offending homes will have to update their systems. Mr. Burkhard stressed the importance of taking the opportunity. Mr. Rupp said he hates being stuck in the middle of a situation that is beyond his control. Commissioner Genter apologized and said the county had no idea that this situation would become an issue. Mr. Musallam asked if they could confirm the issue with the state before doing anything. Commissioner Genter said yes. Mr. Musallam stressed to Mr. Rupp that there will be no tap fees to these people....there is also assistance if they can prove financial need to go from the house to the line. Mr. Rupp said his concern was the assessment. Commissioner Genter asked if Mr. Rupp could go to Mr. Musallam's office and have conversation about the crop damages etc. Mr. Rupp said yes, now that he is aware of what the need is, he just hates being put in the middle. Commissioner Genter reiterated that the board really thought those houses would just not be part of the project when they declined the easement offer...they had no idea of how it really would affect the project. He offered advice if they agree...keep the top dirt - he knows it takes a lot of time to get it back to where it was. Mr. Rupp said that he doesn't want to have to take time off work to watch the workers since he has already had a bad experience with them. They will have more conversations.
