9:04:13 AM Ziad Musallam, Fulton County Sanitary Engineer - Discuss Elmira/Burlington Sanitary Sewer
 
Overview of where the project is right now...the mainline is almost completed. Substantial completion is the end of January, weather permitting. There has been some delay due to the wet weather experienced. Once substantial completion is in place, the residents will have 6 months to get connected.

Mr. Musallam reviewed the grants received for the project:

USEPA Grant $764,600.00
USACE Grant $265,000.00
CDBG Grant $450,000.00
WPCLF Loan $299,985.00

Project cost funded by grants/loan $1,544,700.00
Other expenses - funded locally $183,000.00

Mr. Musallm spoke about sewer rates for the property owners. They have not been determined yet or how exactly they will be collected. Not everyone in the area has water meters and it will be difficult to determine the usage. Water meters required? Unit assessment? Mr. Musallam said that doing a unit assessment would require an annual review. Meter cost would be about $250 to $300. Commissioner Genter said that he has never heard any complaints from Pettisville residents regarding their unit assessments. He added he feels this is probably the fairest way to go. Commissioner Short said maybe a letter could be sent out to the residents to see which they prefer. Mr. Musallam said that he thinks maybe the decision should be made so that it is consistent. Commissioner Barnaby stressed being fair to everybody.

Another issue pending is billing...semi-annual, monthly, taxes? Commissioner Barnaby said it would be costly to bill. Commissioner Genter added that all other districts are placed on the taxes and it has worked well. Mr. Musallam said the only downfall to semiannual tax, there would expenses incurred before the collection would take place - January of next year. Commissioner Genter said borrowing from another sewer district could be a possibility. That would be the best way to go. Commissioner Short said he has had conversation with residents that they were not in favor of estimates...he still favors a letter for options. Mr. Musallam said he has heard the same comments. The county has til January of 2008 to start the billing process. Commissioner Genter said if we have time, he would like to see what the rough numbers would be. Commissioner Barnaby questioned if the residents have to hook up within 6 months and we can't determine usage for a year, wouldn't that pose a problem. Mr. Musallam said that it would be relatively easy to determine the usage for that area - there is a master meter.

Commissioner Genter instructed Mr. Musallam to get some final costs together as well as an estimate on the assessments for them to review. The general consensus was the unit assessment on the property taxes collected semi-annually would probably be the best way to go. Mr. Musallam will send out letters to let the residents know the direction the board is thinking. The option is available to residents to pay monthly if they choose.

Resolution 2007-036
Mr. Eldridge would like to see the appointment made by the Commissioners on this committee changed from the Economic Development Director to a commissioner representative. The position would need to be changed or the bylaws changed. Mr. Hall said a commissioner could be appointed and the Economic Development director could still set on in an advisory capacity. Commissioner Short agreed to fill this position.

Mr. Hall explained the large ticket item on the resolution...matches on an EMPG from the general fund have not been made for the last 4 years and need to be made up.

10:01:13 AM Roger Bernath, Fulton Twp. resident concerned about the possibility of combining townships into the village - this is currently involving Swanton and the surrounding townships there.

Commissioner Short said he knows there is a meeting in Swanton later in January (the 18th) and there will be commissioner representation (as well as the township association) there. Information will be gathered in preparation for this meeting.

Mr. Bernath thinks this has to do with the future development around the airport. He wonders what the Commissioners' opinion is on this. Commissioner Genter reiterated what Commissioner Short had said - information will be gathered and attendance at the meeting. He added it is up to the townships. Mr. Bernath said he does not want to live in town nor help to pay their bills.
