9:00:06 AM	Call Meeting to Order Pledge of Allegiance Opening Prayer Roll Call Attendance - All Present Resolution 2007-13 Approve Minutes of January 4, 2007 Reorganization of Board of Commissioners - Resolution 2007-014	Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously Commissioner Short made the motion and Commissioner Barnaby seconded the motion. Commissioner Short made the motion and Commissioner Genter seconded the motion.

9:04:39 AM	NEW BUSINESS Discuss 2007 Meeting Schedule Resolution 2007-015	Work sessions have been discussed and the Boards' opinion would be to have a weekly work session on Friday's at 8:30 AM. Monday and Thursday at 9:00 will continue to be general meeting days for the Board of Commissioners. Village meetings will be attended as set by them. Trustees of the Townships will be contacted as well. Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously Mr. Hall will work with the Clerk to prepare a media release.
9:09:00 AM	Discuss 2007 Holiday Schedule Resolution 2007-016	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Commissioner Short questioned Columbus Day as scheduled and possibly giving a half day on Christmas Eve and half day on Good Friday. Mr. Hall will check to see if that's possible. Commissioner Short made the motion to table and Commissioner Barnaby seconded the motion.
9:13:46 AM	Discuss 2007 Mileage Rate Resolution 2007-017	Commissioner Barnaby would like to see the rate bumped up to 40.5 cents per mile....last year started out at 34.5 cents but was raised to 38.5 later. Commissioners Genter and Short would like to see it at 38.5 Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously
9:16:09 AM	Discuss 2007 Appointments to Various Board & Committees Resolution 2007-018	Commissioner Genter reviewed the list from 2006 and the Board worked through each appointment. Audit Review Committee will be added with the President serving on that. Commissioner Genter also suggested rotating Commissioner attendance at some of the meetings so that each Commissioner could get acclimated with the different committees and boards. Commissioner Short made the motion and Commissioner Barnaby seconded the motion.
9:29:06 AM	Review Letter of Request from Fulton County Airport Authority for Release of First Half 2007 Funds	Payment will be processed.
9:29:39 AM	Review Technical and Policy Advisory Committees - Invitation Toledo-Lucas County Port Authority	Commissioner Genter said that he couldl attend. Steve Brown and Shawn Ferguson had attended on the county's behalf in the past. Steve and Fred Eldridge will be asked if they will be willing to continue.

9:32:51 AM	Resolutions: Resolution 2007-019 Enter into Child Care Services Contracts 2007-18 through 2007-22 with Various Vendors for Job & Family Services	Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously
9:33:34 AM	Resolution 2007-020 Enter into CSEA IV-D Contract 2007-23 with Fulton County Juvenile Court	Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously
9:35:20 AM	Resolution 2007-021 Enter into Child Placement and Related Services Contracts 2007-24 with Pomegranate Health Systems and 2007-25 with The Twelve of Ohio, Inc. for Job & Family Services	Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously
9:36:03 AM	Resolution 2007-022 Amend 2007 Budget - Increase, Lower and/or Transfer Appropriations and Increase Certificate	Commissioner Short made the motion and Commissioner Genter seconded the motion. Commissioner Short questioned perhaps leasing a vehicle. Mr. Hall responded that the director is looking at that option for this year and will be taking to the Veterans' Board. Motion carried unanimously
9:38:49 AM	Resolution 2007-023 Establish Line Items and Transfer Appropriations for Board of Ed Bldg, Detwiler Bldg, and Health Department	Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously
9:40:01 AM	Resolution 2007-024 Transfer Funds from County General to Public Assistance Fund	Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously
9:41:05 AM	Resolution 2007-025 Appoint Member to Term on Fulton County Airport Authority Board	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Mike Hicks will be appointed to fill an open spot...he currently works at the Toledo Airport. Motion carried unanimously
9:42:27 AM	Resolution 2007-026 Approve Payment of Bills	Commissioner Barnaby made the motion and Commissioner Short seconded the motion. Motion carried unanimously
9:43:25 AM	Resolution 2007-027 Approve Purchase Orders and Travel Requests	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously
