Melanie Gilders, Workforce Development - Department Update
 


Continuing to be very busy. Personnel needed at the Wauseon Dairy Queen is estimated to be 60 people, part time and full time, and they are interviewing.

Job Fair April 17 at NW State Campus. An online or virtual job fair is in the works now that NW State has the capacity to do that.

Various incentives were reviewed and training has started as part of the processes.

Commissioner Genter asked for updates on plant layoffs. Melanie said that ConAgra has started their process. Cooper was to vote on their bargaining last Wednesday and are going full steam ahead. Blue Water should be finishing up and Young Spring & Wire are pretty much done. Melanie indicated that there seem to be some openings in the plastics industry and she can see some transition for the some of the displaced people.

9:24:55 AM Resolution 2007-171 to appoint R. J. Lumbrezer to the Flood Plain Committee for Regional Planning Regional Planning recommends an appointment to the Flood Plain Committee. R.J. Lumbrezer has been suggested.

9:30:07 AM Robert Hartman, EMS/EMA Director - Discuss Billing and Runs













Resolution 2007-172
Mr. Hartman presented number of runs or calls in 2006...category, number and percent. Total number of calls - 2,547.

He then presented billed runs for 2006 through Fulton County EMS:

total billed runs - 1,541
collected $0 to $99 - 62 (4%)
collected $100 to $199 - 128 (8%)
collected $200 or above - 1351 (88%)

Commissioner Genter stated the Commissioners have visited all the entities. The $100 per run came up as the biggest point of discussion with all. He said this needs to be clarified first of all.

Non-transport supplies etc do not get billed.

Consensus was $200 and above on the collected calls - $100 will go back to the entities.

Bumping up on what is being paid out was discussed...most entities are doing okay but some are tight. If the amount is increased, it will go above what the levy generates, leaving additional to come from the billlings.

There needs to be further discussions with regards to the Swanton department...Lucas County/Fulton County

Mr. Hall presented information by year as to what the levy generated. The $100 per run amounts were on the report as well.

$5,000 additional was suggested to be given to the northern entities of Fayette, Lyons and Amboy for this 5-year cycle. Commissioner Genter added that the $54,000 guaranteed in the past to Swanton will not happen. Commissioner Barnaby thought maybe $5000 will be a little high and that $2000 might be more appropriate. Commissioner Short agreed. Consensus was to go wtih an additional $2000.

Renew ALS contract with entities - $2000 additional for Fayette, Amboy, Lyons and $100 returned on calls where $200 or more is collected.

Bob then discussed some issues in their billing policy where a decision is needed from the Commissioners...one Lucas County resident is claiming poverty level (insurance has paid some) and there is a balance of $104.

RESOLUTION 2007-173 to forego seeking payment on the balance for Sheila Dimodica - Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously

Williams County resident wants his balance forgiven...Mr. Hartman does not feel that it would be according to policy. The Commissioners felt that this resident should be billed.

Several outstanding balances are for residents that cannot be located.

RESOLUTION 2007-174 to drop the outstanding balances on these residents...Dunning and Peters. Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried unanimously

Resolution 2006-175
This is a continuation of the discussion from last Thursday. A letter needs to be submitted to DAS today if the Commissioners are ready to proceed with the recommendation of non-classifications of certain positions. The 3 choices will be: IT Assistant, Assistant Economic Development Director, and Administrative Assistant.
