Water Initiative

County Sanitary Engineer, Ziad
Musallam, was present for the discussion. He stated that the
Village Metamora has expressed interest and have committed to
the initiative and further stated that the Village of Lyons will
be presented to on December 17th at 7:30pm. The EPA
requires compliance with drinking water regulations within 1 ½
years. He anticipates that this initiative will require about 2
½ years including securing funding for design and construction
and may request an extension. A water evaluation will need to be
completed which will require contracting with a consulting
firm. That firm will create a model to test Thm formation
levels based on the age of the water, length and size of the
pipe, water consumption, and water quality. He stated that he
has been in contact with a national engineering firm that is an
expert in this field and that has an office in Toledo. He
received a quote of $4,800.00 and was advised that results of
the evaluation could be expected in about a month. He stated
that the EPA is need of a letter or resolution of intent to
proceed with this project. Commissioner Barnaby made the motion
to proceed and allow Mr. Musallam to send letter of intent to
the EPA and Commissioner Short seconded the motion. Motion
carried unanimously.
Commissioner Barnaby further moved
to approve the testing of the water as required and Commissioner
Short seconded the Motion. Motion carried unanimously. |

· Discuss Memo from Fulton
County Regional Planning Commission regarding Zoning
Appeal/Variance Fees |
Regional Planning Director, Steve
Brown, was present for the discussion. He stated that the
current fees often times do not even cover the legal advertising
expenses as required for each application and is recommending
that application fees be increased. His proposal includes
increasing fees for conditional use applications, appeal or
variance applications, and district amendment applications to
$100.00 each. Dwelling use and other fees would stay the same.
He further stated that this may also decrease the filing of
frivolous appeals that the Zoning Commission frequently incurs.
Mr. Brown intends to present a resolution to the Commissioners
in an upcoming meeting for their approval. |

These Resolutions are relative to
the 911 Emergency Levy that is expiring. A new resolution will
be submitted to the Auditor to provide tax levy information on a
term of 5 years as opposed to 10. Commissioner Barnaby made the
motion and Commissioner Short seconded the motion. Motion
carried unanimously. |
