Pursuant to the
County Auditor’s notification of the expiration of the current
911 Emergency tax levy, and Resolution 2007-1047 passed by the
Commissioners on November 29, 2007 requesting the Auditor to
determine and certify to the Board the current tax valuation of
revenue that would be generated by a replacement levy, the
County Auditor submitted a Certificate of Estimated Property Tax
Revenue. The Current levy is collecting approximately
$441,000 per year, however to date, there are expenses in the
amount of approximately $456,000.00. A .70 Mill replacement
levy would generate enough to cover expenses. Commissioner
Barnaby made the motion to place the replacement levy on the
ballot for the primary election in March 2008 and Commissioner
Short seconded the motion. Motion carried unanimously. |

It is estimated that
expenses will outpace revenues by approximately $300,000 this
year. Next year it is anticipated that there will be an
additional $650,000 in expenses that were not incurred this year
largely due to expenses associated with child support and
boarding home payroll expenses. |

Mr. Votava returned
after a conversation with Melanie Gilders from Workforce
Development regarding the Contract with Mari Yoder for
professional services. He stated that this is part of the rapid
response relating to the closing of Cooper Standard Plant in
December of 2008. Mari Yoder will act as a neutral chair to
facilitate meetings and work between the company, employees and
Workforce Development to keep the parties working in a
constructive manner. She will not be responsible for
disbursement of funds, as the grant management and disbursement
of funds will still be handled by the County’s Workforce
Development. Commissioner Genter made the motion and
Commissioner Short seconded the motion. Motion carried
unanimously. |

Discussion on
Auditor's request regarding payroll deadline for week of
Christmas holiday |
Concerns were
discussed regarding their request as it poses conflicts with
collective bargaining agreements and comp time. Issues were
also raised as to the authority of the Commissioners to approve
the request on behalf of each appointing authority.
