Resolution
2007-633 Commissioner Genter made the motion to take
Resolution 2007-576 off the table and Commissioner Short
seconded the motion. Motion carried unanimously. Jason George,
bond counsel from Peck Shafer, explained that this agreement
does not approve the bonds, but instead will approve the
spending of monies in Fulton County to upgrade facilities that
are operated by Recovery Systems of Northwest Ohio in this
jurisdiction. Resolution 2007-576 Commissioner Genter
made the motion to enter into the Public Hospital Agencies
Agreement and Commissioner Short seconded the motion. Motion
carried unanimously. |

from Village of Swanton regarding withdrawal of Petition to
alter boundaries of Swancreek and Fulton Townships

The petition filed
by the Village of Swanton to alter the boundaries of Swancreek
and Fulton Townships has been withdrawn by the filing party and
the hearing, previously scheduled for August 27, 2007 in this
matter, has been vacated. |

Discuss Sales Tax
and year end projections |
County
Administrator, Vond Hall, presented several reports to the Board
that outlined accounting years 2004, 2005, 2006 & 2007. This
included revenue and expenses by month and year end for their
review.
Included in
discussion was a comparison in the 4 County area of sales tax
levied by each county, the year it was imposed and the revenue
it generated. It was noted that the last sales tax increase in
Fulton County was in 1987.

Discuss Dog
License and Pound Fees |
County Dog Warden,
Pete Skeldon, was present for the discussion. It was noted that
there has not been an increase in license, kennel, and adoption
fees since 2004. In discussing whether or not fees should be
increased, Commissioner Short requested a report from the County
Auditor, who was also present for the discussion, regarding
budget figures for the dog pound for the year before taking
action. |

Further
Discussion on Sales Tax and year end projections

Administrator Hall
addressed the projected end of year figures for 2007 and stated
that said figures will depend heavily on how many kids are in
custody by the Department of Job and Family Services and
expenses associated therein and sales tax revenues collected.
It was noted that
the county receives less and less funding from the state and
federal level each year and despite drastic budget cuts he
anticipates that in FY08, the operating expenses will cause a
significant decrease in the general fund, which ultimately
decreases the carryover needed to operate the first 3 months of
FY09.
Further
deliberations will be held on this in future session yet to be
determined. |
